According to this document, the People's Committee of Nghe An province requests provincial departments, branches and People's Committees of districts, cities and towns to focus on implementing the following contents:

+Department of Natural Resources and Environment:Preside over and direct land policies, guide and direct the establishment, approval and implementation of land use planning and plans, develop strategies for land exploitation, compensation for site clearance and site clearance, modernize the land administration system; preside over and coordinate with relevant departments, branches and district-level People's Committees to build specialized information websites to facilitate investors' access to land information.improve land access indexand stability in land use of the province; advise the Provincial People's Committee to reclaim land for slow-progressing projects according to correct procedures and regulations...

+ Department of Planning and Investment:Preside over and coordinate with relevant departments, branches and district-level People's Committees to advise on the development of programs and plans to implement the Provincial Planning immediately after it is approved by the Prime Minister as a basis for attracting investment; advise the Provincial People's Committee to establishinterdisciplinary team inspects slow-progressing projects, not implemented in the province; advise on terminating project activities according to the provisions of law to create opportunities for capable investors and enhance the responsibility of investors in promptly completing investment and construction procedures and putting the project into operation on schedule.

+Department of Finance presidesCoordinate with departments, branches and district-level People's Committees to implement solutions to handle land and real estate of equitized enterprises that are subject to land arrangement and handling according to the provisions of Decree 167/ND-CP in 2021 and Decree 67/ND-CP in 2021, amended and supplemented; balance the budget for compensation for site clearance to create a clean land fund to attract investment projects; balance the budget for surveying and mapping agricultural land after land consolidation and forestry land, land registration, issuance of land use right certificates and construction of land database in the area.

The Departments of Construction and Industry and Trade, based on the Planning and Development Plan of the Industrial Cluster, shall preside over and coordinate with relevant parties to advise the Provincial People's Committee to handle projects that are behind schedule and carry out legal procedures related to construction planning; propose solutions and policy mechanisms to attract investment in developing the Industrial Cluster, advise the Provincial People's Committee to attract and select capable investors in the infrastructure business of the Industrial Cluster to create clean land funds and synchronous infrastructure of the Industrial Cluster ready to meet the land lease needs of secondary investors.

+ Departments of Agriculture and Rural Development, Home Affairs, Justice, Southeast Economic Zone Management BoardAccording to assigned functions and tasks, advise the Provincial People's Committee to make decisions on policies.conversion of forest land use purposes, improve the quality of human resources for management staff, review and propose to abolish and simplify administrative procedures when implementing investment projects using land; promptly provide investors with relevant information on the investment environment in Economic Zones and Industrial Parks; proactively review difficulties and obstacles, promptly resolve procedures related to investors...

+ District People's Committee: Organize propaganda to raise awareness from leaders at all levels to civil servants and individuals related to land access index and stability in land use in the area; perform well the state management of land in the locality; create all favorable conditions for businesses and people in carrying out administrative procedures in general and procedures related to land in particular.

Implement the announcement and publicization of approved land use planning and plans and administrative procedures on land so that organizations and people can easily access, exploit and use them. Based on the approved land use planning and plans, propose to make the land areas managed by the Commune People's Committee eligible to organize land use rights auctions to attract investors according to regulations; continue administrative reform, the one-stop mechanism to help investors reduce the time to handle land procedures, improve the service quality of civil servants; coordinate with investors to implement and speed up the progress of land clearance and clearance, issue land use right certificates to people to soon complete the procedures for land allocation and land lease to implement the project.

The District People's Committee shall proactively inspect, detect and handle violations in land use management within its authority, promptly handle or propose handling in cases exceeding its authority; promptly reflect difficulties and problems, and report to the Provincial People's Committee (through the Department of Natural Resources and Environment) for consideration and handling according to regulations.
