Nghe An: Conduct self-criticism and criticism according to Uncle Ho's instructions

In the sacred Testament left by President Ho Chi Minh, his first instruction was about the Party. He clearly stated:“Our Party is a ruling Party. Every cadre and Party member must be imbued with revolutionary ethics, be truly thrifty, honest, impartial, and must preserve solidarity and unity as if preserving the pupil of their eye. They must have comradely love and affection for one another.”He advised on the essential issues of Party building, implementing the principles of democratic centralism, self-criticism and criticism, training revolutionary ethics, promoting the sense of responsibility, and wholeheartedly serving the people of each cadre and Party member. Party rectification work is a strategic task, a regular task to maintain the Party's leadership and ruling role.

Over the past 50 years, implementing Uncle Ho's sacred Testament and his instructions to his homeland before he passed away, Nghe An Party Committee has always considered Party building as a key task in all its activities, focusing on regularly and continuously carrying out self-criticism and criticism to build solidarity and unity within the Party Committee in order to constantly improve the leadership capacity and fighting strength of the Party.

The Standing Committee of Nghe An Provincial Party Committee always pays attention to and listens to opinions from sectors and levels by periodically organizing meetings with sectors in the internal affairs sector, with the Fatherland Front and provincial-level organizations; with the Provincial Party Committee's Committees and Office; meetings with districts, cities, towns, and affiliated Party Committees; organizing conferences to meet with leaders of Party committees and grassroots authorities to discuss and exchange information. These are very important activities, demonstrating the concern and orientation towards the grassroots of the Standing Committee and the Standing Committee of the Provincial Party Committee. Every month, the Provincial Party Committee Secretary directly meets with people; directs many complicated cases related to many levels and sectors, maintaining political security, order, and social safety.

The study and following of Ho Chi Minh's ideology, morality and lifestyle in conjunction with the implementation of the Central Resolution 4 (term XI, term XII) on Party building and rectification has been seriously and synchronously led and directed by Party committees at all levels in Nghe An. Many exemplary cadres and party members have emerged, raising their awareness of serving the people, initially creating good public opinion among cadres, party members and people, contributing to strengthening people's trust in the Party.

From 2014 to present, the Standing Committee of Nghe An Provincial Party Committee has suggested reviewing, requesting clarification of responsibilities and remedial measures for 34 groups and 11 individuals related to pressing issues of public concern. Through the work of self-criticism and criticism at all levels, 242 cadres and party members have been reported and petitioned by the people for signs of degradation such as "self-evolution" and "self-transformation". After reviewing, cadres and party members are stricter with themselves in their training and work; Party committees and leadership at all levels have a deeper and more complete awareness of their strengths and weaknesses, thereby finding solutions to overcome them.

After 2 years of implementing Directive 13, Party cells have basically strictly implemented the principles of democratic centralism, self-criticism and criticism.

Paying attention to improving the quality of Party cell activities, the Standing Committee of Nghe An Provincial Party Committee has issued many documents, including Directive No. 13-CT/TU, dated July 5, 2017. After 2 years of implementing Directive 13, Party cells have basically strictly implemented the principles of democratic centralism, self-criticism and criticism. Notably, Party cell activities have been maintained in a disciplined manner, with many localities, units and agencies holding activities on the 3rd of every month; Party members' awareness of compliance and participation in activities has been higher and more complete. The content of activities has been thoroughly prepared by Party committees at all levels, so the quality has also been improved, with attention paid to selecting key content for thematic activities.

Implementing the Resolution of the 18th Provincial Party Congress, since the beginning of the term, the inspection and examination work has been directed resolutely, promptly detecting and strictly handling violations, tightening discipline and order, contributing effectively to preventing the political and ideological degradation of cadres and party members and improving the effectiveness of corruption prevention and control. The inspection and supervision work has been gradually innovated from leadership, direction to implementation; coordination with relevant sectors has been carried out closely, promptly and effectively. Party committees at all levels have disciplined 29 Party organizations; Party committees at all levels have disciplined 1,740 party members, and inspection committees at all levels have disciplined 363 party members (of which 197 party members are party committee members at all levels).

Although there have been efforts and achievements in all fields, those efforts have not yet met the expectations and trust that Uncle Ho placed in the Party Committee and people of Nghe An. Half a century has passed, Nghe An has not yet become "the most prosperous province in the North" as Uncle Ho instructed and has not yet become the center of the North Central region as the task set out by the Politburo in Resolution 26. The fact that Nghe An has not yet fulfilled Uncle Ho's wish to build Nghe An into the most prosperous province in the North has many reasons, including the cause of Party building work, both in perception and action. The implementation of self-criticism and criticism has not met the requirements, and is still a weak link in Party activities; in some places, self-criticism and criticism are still taken lightly, and in some places, there is even deference, or "peace is precious", causing the prestige and fighting strength of the Party organization to decline.

Each Party organization and each Party member builds a specific and practical action program, first of all, to well implement Resolution 26 of the Politburo; implement Directive 05 on studying and following Ho Chi Minh's ideology, morality and style; organize revolutionary action movements to carry out the targets of the Party Congresses at all levels, and prepare to well organize the upcoming Party Congresses at all levels.

Monday,To effectively implement the principle of self-criticism and criticism in the Party today, it is necessary to synchronously implement many solutions. Party committees and organizations, especially leaders, need to strengthen propaganda, dissemination, and education for cadres and party members to raise awareness of self-criticism and criticism in many specific and practical forms. It is necessary to correctly perceive self-criticism and criticism as the law of development of the Party and of each cadre and party member. President Ho Chi Minh once affirmed:“A Party that conceals its shortcomings is a rotten Party. A Party that has the courage to admit its shortcomings, clearly point out those shortcomings, clearly examine the circumstances that gave rise to those shortcomings, and then seek every way to correct those shortcomings. That is a progressive, bold, steadfast, and genuine Party.”

50 years have passed, but Uncle Ho's sacred Testament and teachings about his homeland and his homeland are still priceless spiritual assets, still relevant today. Uncle Ho had deep affection for his homeland and Nghe An is renewing itself every day to not disappoint Uncle Ho's trust and love.
