Working with the task force, the driver admitted to transporting construction materials to the Hop Luc Company construction site, however, the test certificate had expired so he changed the date to pass through the checkpoints.

Determining this as a serious violation of regulations on epidemic prevention and control, based on Clause 2, Article 14, Decree 117/2020/ND-CP dated September 28, 2020 of the Government regulating administrative sanctions in the health sector, the working group drew up a record and proposed the Chairman of the District People's Committee to fine driver C.D.M 7.5 million VND and temporarily suspend his driver's license.

Previously, at 02:40 on August 26, Working Group No. 18 of the Provincial Police coordinated with Mobile Patrol Group No. 1 of Vinh City Police to inspect at Quan Banh intersection, Vinh City. Through the inspection, it was also discovered that Mr. HVC (born in 1982), permanent resident of Dien Thinh commune, Dien Chau district, was driving a truck with license plate 29H-01xxx, who had changed the SARS-CoV-2 rapid test result from August 22, 2021 to August 24, 2021.

Accordingly, based on Clause 2, Article 14, Decree 117/2020/ND-CP dated September 28, 2020 of the Government regulating administrative sanctions in the health sector, the working group has drawn up a record to fine the HVC driver 7.5 million VND.
