Nghe An continues to do well in setting good examples for cadres and party members.
After 5 years of implementing Regulation No. 2993-QD/TU on exemplary responsibility of cadres and party members, Nghe An has achieved positive results.
On October 25, 2018, the 12th Party Central Committee issued Regulation No. 08-QD/TW "On the responsibility of setting an example for cadres and party members, first of all members of the Politburo, members of the Secretariat, and members of the Party Central Committee". After receiving the Central Regulation, the Standing Committee of Nghe An Provincial Party Committee issued Regulation No. 2993-QD/TU, dated July 19, 2019 "On the responsibility of setting an example for cadres and party members, first of all members of the Provincial Party Standing Committee, members of the Provincial Party Committee, and key leaders at all levels of Nghe An province" (referred to as Regulation 2993).

After 5 years of implementation, Nghe An has achieved positive results:
Party committees at all levels have promptly led and directed the study, dissemination and concretization of the Central and Provincial Regulations through the development and promulgation of regulations, programs and plans suitable to the practical situation of localities, agencies and units for implementation at their levels; at the same time, focused on directing the good implementation of propaganda work, raising awareness for Party committees at all levels and cadres and party members; set out criteria for setting examples associated with responsibilities, tasks and powers according to their competence; thereby serving as a basis for implementing the registration of commitments to set examples, cultivate and train the ethics of party members to each Party organization, considering this a regular and important task, one of the bases for evaluating and classifying cadres and party members at the end of the year.

On that basis, each Party organization and collective leadership of agencies and units has paid attention to properly implementing and creatively applying exemplary contents through upholding the principles of Party organization and operation, maintaining solidarity and unity, promoting collective intelligence; properly performing functions, tasks and powers according to authority; actively implementing decentralization, delegation and control of power; doing a good job of ideological work, solving outstanding and long-standing complex problems; strictly handling violations and shortcomings... In the 5 years of implementing and organizing the implementation of Regulation 2993, many new models and good practices have appeared, bringing practical results and creating wide spread; notably including: the model "Building the image of prestigious cadres and party members among the people" in Dien Chau district; the model "3 no, 3 right, 3 need, 3 against" in Nghia Dan district; Model "Building the image of a standard Party cell secretary in working style" in Que Phong district; Model "Listening to people, speaking for people to understand, making people believe" at the Provincial Police, Model "Promoting the responsibility of setting an example for leaders of grassroots Party organizations, specialized agencies and socio-political organizations in provincial agencies", "Bright examples around us" at the Party Committee of Provincial Agencies...

For cadres and party members, especially heads of Party committees at all levels, localities, agencies and units, on the basis of the Central and Provincial Regulations, they must increasingly be deeply aware and take the lead in setting an example through developing monthly and annual personal work plans and registering their commitment to setting an example in association with studying and following Ho Chi Minh's ideology, morality and lifestyle; at the same time, strictly carry out self-criticism and criticism in the spirit of Resolution 4 of the Central Committee (term XI, XII), properly implement the Party's working regime, regulations and rules of the organization, agency and unit, considering it a voluntary, regular work and a cultural habit of each cadre and party member.
In general, after 5 years of implementing Regulation 2993-QD/TU of the Provincial Party Standing Committee, the exemplary implementation of Party committees at all levels, leadership collectives, cadres and Party members has had many positive changes.
The Regulation has received attention, agreement and support from Party committees, local authorities, agencies, units, cadres, party members and people in the entire Party organization. Cadres and party members, especially leaders of Party committees, localities, agencies and units, have demonstrated a firm political and ideological stance, maintained revolutionary ethics and the qualifications of party members; well implemented the Party's guidelines and policies, the State's policies and laws; promoted the spirit of self-awareness, initiative, creativity, daring to think, daring to do, daring to take responsibility, regularly proactively preventing and refuting distorted, incorrect and hostile information and viewpoints, especially in cyberspace; in performing assigned duties and tasks, always promoted awareness and responsibility, ready to receive and strive to complete all assigned tasks.
Although positive results have been achieved, the implementation of the Regulations on setting examples still has some limitations and shortcomings: The determination and implementation of the content of setting examples among cadres and party members in some places is still confusing; in some places, it is still a formality, not yet becoming a self-conscious and regular awareness among cadres and party members; some collectives and individual cadres and party members have not really seriously implemented setting examples; there are still a number of cadres and party members, including key cadres, who have not performed well in their role as exemplary, words do not match actions, there are signs of degradation in political ideology, ethics, lifestyle, manifestations of "self-evolution", "self-transformation", in particular there are cases of violating discipline, being prosecuted criminally, reducing the trust of party members and people and affecting the prestige and leadership role of the Party and State.
To continue to effectively implement the exemplary role of cadres and party members in the coming time, the Provincial Party Standing Committee has proposed 7 groups of key tasks and solutions, including:
1.Continue to direct the implementation of documents of the Central and the province on setting examples for cadres and party members in conjunction with the implementation of Resolution No. 4 of the Central Committee (term XI, XII), Conclusion No. 21-KL/TW dated October 25, 2021 of the Central Executive Committee on Party building and rectification and the implementation of Conclusion No. 01-KL/TW dated May 18, 2021 of the Politburo on continuing to implement Directive No. 05-CT/TW on "Studying and following Ho Chi Minh's ideology, morality and lifestyle". Implement synchronously and effectively Regulation No. 144-QD/TW dated May 9, 2024 of the Politburo on revolutionary ethical standards of cadres and party members in the new period.
2.Strengthen training, raise awareness, responsibility and political determination of Party committees at all levels, authorities and cadres and party members in the political system, first of all comrades of the Provincial Party Standing Committee, members of the Provincial Party Executive Committee, key leaders at all levels to carry out exemplary work; consider it a voluntary, regular and cultural practice of each person, contributing to building the Provincial Party Committee increasingly clean and strong, meeting the requirements of tasks in the new situation.
3.Take care to build a team of cadres, first of all leaders with strong political will, clear ethics, dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, dare to face difficulties and challenges, dare to act for the common interest, have high prestige and truly pioneer, exemplary, be the nucleus of solidarity, meet the requirements and development tasks of Nghe An province in the new situation.
4.Implement well all stages of personnel work; in which, focus on innovating content, methods and improving the quality and effectiveness of personnel evaluation in a multi-dimensional direction, according to criteria, with specific "products"; linking individual evaluation with collective and task performance results of localities, agencies and units. The content of personnel evaluation must be associated with self-criticism and criticism in the spirit of Resolution 4 of the 12th Central Committee, Directive No. 05-CT/TW of the Politburo and implementing the Party's regulations on exemplary responsibility.
5.Actively implement regulations on decentralization, delegation of authority and control of power; in which, strictly implement regulations on the responsibilities of heads of Party committees, Party organizations, and collective leadership in controlling power and preventing and combating corruption and negativity in personnel work according to Regulation No. 114-QD/TW dated July 1, 2023 of the Politburo.
6.Strengthen inspection and supervision within the Party in combination with promoting the supervisory role of elected bodies, the Fatherland Front, the press and the People in cadres and Party members in implementing regulations on setting examples; in which, focusing on inspecting and supervising Party organizations, leaders, key cadres in fields, areas, and positions prone to corruption, negativity and many long-term complaints and petitions that cause resentment among the People; focusing on self-inspection and self-supervision of Party committees, Party organizations and organizations in the political system to detect limitations and shortcomings for timely correction and overcoming; at the same time, strictly handle cases of cadres and Party members who lack organizational discipline, lack exemplary behavior, or even violate the law; resolutely replace and transfer to other jobs cadres who do not fulfill their tasks according to regulations; improve the quality of Party membership admission; seriously review, screen, and remove unqualified party members from the Party in accordance with Directive No. 28-CT/TW, dated January 21, 2019 of the Party Central Committee (12th tenure).
7.Pay attention to the work of summarizing and concluding the implementation of Party building and rectification work in general, and the implementation of exemplary behavior of cadres and Party members in particular, in conjunction with evaluating effectiveness, good practices, and new models to commend, reward, and replicate, in addition to fighting against the disease of achievement, ostentation, and formalism.
