Previously, from the beginning of the 2018-2019 school year, after the Ministry of Education and Training issued Circular 16, the Nghe An Department of Education and Training directed all schools in the province to "temporarily stop" the implementation of the mobilization of support for facilities (commonly known as socialization) at the beginning of the school year to wait for guidance documents.
Currently, after the Provincial People's Committee issued Official Dispatch No. 9166/UBND.VX on the implementation of Circular No. 16, the Department of Education and Training has issued a guiding document. The purpose is to strengthen state management of the collection and disbursement of funding sources; continue to mobilize resources from organizations and individuals who sponsor and support to develop the education career, improve school facilities, support teaching and learning activities, educational activities; prevent fundraising activities that are not in accordance with procedures, regulations and are not transparent at educational institutions..
Specifically, based on the school year's operational plan and budget estimates assigned by state agencies, periodically or suddenly, educational institutions develop a plan to mobilize funding and report to the Department of Education and Training for approval for preschools, primary and secondary schools; report to the Department of Education and Training for approval for high schools and other educational institutions under the Department of Education and Training, before organizing the fundraising campaign.

Mobilizing and receiving sponsorships are used to: Equip equipment and supplies for teaching and learning; equipment for scientific research; renovate, repair, and construct construction items serving educational activities at educational institutions; Support educational activities, training, and scientific research in educational institutions.
The industry also requires that units do not mobilize funding to pay for: teaching fees; expenses directly related to managers, teachers, lecturers and staff, security and protection activities; fees for looking after students' vehicles; fees for maintaining classroom and school hygiene; rewards for managers, teachers and staff; costs to support the management of educational institutions.
The implementation process must strictly follow the use of receipts for fundraising at educational institutions and the collected amount must be promptly deposited into the corresponding account at the State Treasury or commercial bank in accordance with the prescribed regime.
In particular, also in the guidance, the Department requires that in the process of mobilizing, receiving, and managing the use of sponsorships, the principles of voluntariness, transparency, no coercion, no regulations on average sponsorship levels, minimum sponsorship levels; not taking advantage of sponsorship for education to force contributions and not considering sponsorship mobilization as a condition for providing education and training services must be ensured.
