Nghe An calculates to increase monthly allowances for Party cell secretaries; hamlet, block, village heads and heads of the Front's working committee
(Baonghean.vn) - Nghe An Provincial People's Committee is collecting opinions to finalize and submit to the Provincial People's Council for consideration to increase the monthly allowance for Party cell secretaries, hamlet, block, and village heads and heads of the Front's working committee; as well as increase the support level for those directly involved in the work in hamlets, blocks, and villages.
The report and draft Resolution on Regulations on titles and allowances for part-time workers at the commune, hamlet, block and village levels; people directly participating in activities at hamlets, blocks and villages; and the level of operating expenses for socio-political organizations at the commune level and mass mobilization groups at hamlets, blocks and villages in the province will be submitted by the Provincial People's Committee to the Provincial People's Council for consideration and approval in the coming time.

PROPOSAL TO INCREASE ALLOWANCE COEFFICIENTS FOR 3 NON-PROFESSIONAL POSITIONS IN VILLAGES, BLOCKS AND VILLAGES
Part-time activists in hamlets, blocks, and villages include three positions: Party cell secretary; hamlet, block, and village chief; and head of the Front's working committee.
The draft proposes that in hamlets and villages with 350 households or more; blocks with 500 households or more; hamlets, blocks, and villages belonging to key commune-level administrative units with complex security and order issues according to the decision of competent authorities; hamlets, blocks, and villages belonging to commune-level administrative units in border and island areas, the monthly allowance for the positions of Party cell secretary and hamlet, block, and village head is 2.1 times the basic salary; for the position of head of the Front work committee, it is 1.8 times the basic salary.
For the remaining hamlets, blocks, and villages, the draft proposes that the monthly allowance for the positions of Party cell secretary and hamlet, block, and village chief is 1.6 times the basic salary; for the position of head of the Front work committee, it is 1.3 times the basic salary.

The monthly allowance level according to this new proposal of the People's Committee of Nghe An province is higher than the current regulations. Specifically, for hamlets and villages in key communes with complicated security and order issues according to the decision of competent authorities; hamlets and villages in border or island communes, the Party cell secretary and hamlet, block and village head currently have an allowance coefficient of 1.75 times the basic salary; and the head of the Front's working committee receives an allowance of 1.5 times the basic salary.
For hamlets and villages with 350 households or more, the allowance for Party cell secretaries and hamlet, block and village heads is currently 1.7 times the basic salary, and for heads of the Front's working committees it is 1.4 times the basic salary.
In the remaining hamlets, blocks and villages, the Party cell secretaries and hamlet, block and village heads are receiving an allowance of 1.1 times the basic salary; the heads of the Front's working committee are receiving an allowance of 0.8 times the basic salary.
PROPOSAL TO INCREASE SUPPORT LEVEL FOR 10 POSITIONS IN VILLAGES, BLOCKS, AND VILLAGES
In addition to the three non-professional positions above, in hamlets, blocks, and villages, there are additional positions of police officer, village team leader, Farmers' Association Branch Head, Veterans' Association Branch Head, Women's Association Branch Head, Youth Union Branch Secretary, Elderly Association Branch Head, Neighborhood Protection Team Member, and hamlet and village health worker.
These are people who directly participate in the work in hamlets, blocks, and villages and are supported monthly. Currently, the draft of the Provincial People's Committee is proposing to increase the support level for people holding the above positions.
Accordingly, in hamlets and villages with 350 households or more; blocks with 500 households or more; hamlets, blocks and villages belonging to key commune-level administrative units with complicated security and order according to the decision of competent authorities; hamlets, blocks and villages belonging to commune-level administrative units in border and island areas, the draft proposes the following specific monthly support levels:
The position of police officer is supported with 1.1 times the basic salary, the village team leader is supported with 0.8 times the basic salary. The positions of: Head of Farmers' Association, Head of Veterans' Association, Head of Women's Association, Secretary of Youth Union, Head of Elderly Association are supported with 0.33 times the basic salary.
In addition, in the remaining hamlets, blocks, and villages, the proposed monthly support level for the position of police officer is 0.95 times the basic salary; village team leader is 0.75 times the basic salary; Farmers' Association Branch Head, Veterans' Association Branch Head, Women's Association Branch Head, Youth Union Branch Secretary, and Elderly Association Branch Head is 0.28 times the basic salary.
The proposed monthly support level for the Head of the Civil Protection Team is 0.75 times the basic salary, for the member of the Civil Protection Team is 0.45 times the basic salary; for medical staff in hamlets and villages in disadvantaged communes (according to Government regulations) is 0.65 times the basic salary; for medical staff in hamlets and villages in the remaining communes is 0.45 times the basic salary.

According to current regulations, in hamlets and villages with 350 households or more; hamlets and villages in key communes with complicated security and order issues according to the decision of competent authorities; hamlets and villages in border or island communes, police officers are supported with 0.9 times the basic salary and village team leaders are supported with 0.65 times the basic salary; in the remaining hamlets, blocks and villages, police officers are supported with 0.8 times the basic salary, village team leaders are supported with 0.6 times the basic salary.
The support level for the Head of the Civil Protection Team is currently 0.6 times the basic salary; the member of the Civil Protection Team is 0.35 times the basic salary; the medical staff in hamlets and villages in disadvantaged communes (according to State regulations) is 0.55 times the basic salary; the medical staff in hamlets and villages in the remaining communes is 0.35 times the basic salary.
According to current regulations, the positions of Head of the Farmers' Association, Head of the Veterans' Association, Head of the Women's Association, Secretary of the Youth Union, Head of the Elderly Association in hamlets, blocks, and villages are entitled to a monthly allowance of 400,000 VND/month/person in hamlets, blocks, and villages with 350 households or more; hamlets, blocks in key communes, complicated in terms of security and order according to the decision of competent authorities; hamlets, blocks in border communes. In the remaining hamlets, blocks, and villages, it is 350,000 VND/month/person.
According to the draft of the People's Committee of Nghe An province, part-time workers in hamlets, blocks, and villages who also work as direct workers in hamlets, blocks, and villages will receive 100% of the monthly support. Position and title allowances are not used to calculate social insurance and health insurance contributions and benefits.
In Decree 33/2023/ND-CP dated June 10, 2023 of the Government regulating commune-level cadres, civil servants and part-time workers at the commune, village and residential group levels, effective from August 1, 2023, it is stipulated in Clause 2, Article 34 on allowance regime for part-time workers at the commune, village and residential group levels:
Implement the allocation of allowance funds for part-time workers in villages and residential groups. The central budget allocates allowance funds to pay monthly to part-time workers in each village and residential group as follows:
a) For villages with 350 or more households; residential groups with 500 or more households; villages and residential groups belonging to key commune-level administrative units with complex security and order issues according to the decision of competent authorities; villages and residential groups belonging to commune-level administrative units in border and island areas, the allowance fund is allocated at 6.0 times the basic salary. In case a village with 350 or more households is converted into a residential group due to the establishment of a commune-level urban administrative unit, the allowance fund is maintained at 6.0 times the basic salary;
b) For villages and residential groups not specified in Point a, Clause 2 of this Article, the allowance fund is allocated at 4.5 times the basic salary;
c) In case the district-level administrative unit does not organize a commune-level administrative unit, the villages and residential groups specified in Point a and Point b of this Clause shall be determined according to that district-level administrative unit.
