Nghe An organizes sociological survey to determine administrative reform index in 2021
(Baonghean.vn) - The People's Committee of Nghe An province has just issued a sociological investigation plan to determine the administrative reform index in 2021 at provincial departments, branches and sectors; People's Committees of districts, cities and towns (District People's Committees).
Accordingly, through the results of sociological surveys, collect opinions from individuals, organizations and businesses on the work.administrative reformat provincial departments, branches and sectors; District People's Committees in the province to determine the results of the 2021 Administrative Reform assessment according to Decision No. 30/2021/QD-UBND of the Provincial People's Committee; Synthesize, evaluate and rank the administrative reform work of provincial departments, branches and sectors; District People's Committees in 2021; Raise awareness and responsibility of all levels, sectors, people and businesses for administrative reform work in the province.

Sociological investigation content:
+ Subjects and number of investigations:
- For provincial departments, branches and sectors:
+ Civil servants and public employees: 15 votes/unit;
+ Head of department/affiliated unit: 05 votes/unit;
+ Organization and business representatives: 10 votes/unit.
Total number of survey forms for each department and branch is: 30 forms.
The total number of survey questionnaires for departments, agencies and sectors is: 30 questionnaires x 25 departments, agencies and sectors = 750 questionnaires (including 04 central agencies organized according to the vertical industry system located in the province).
- Sociological survey of district-level People's Committees:
+ Standing Committee of District People's Council: 03 votes/unit;
+ District-level professional department leaders evaluate district-level People's Committees: 12 votes/unit;
+ District-level People's Committee leaders and district-level professional departments evaluate provincial-level departments, branches and sectors: 75 votes/unit (03 votes/unit X 25 departments, branches and sectors);
+ Business representatives and business households: 10 votes/unit (each unit randomly selects 10 businesses and business households that have direct transactions with the District People's Committee);
+ People: 60 votes/district-level unit (each district-level unit selects 02 commune-level units with good, fair, and average development levels; each commune-level unit randomly selects 30 people who have transactions with administrative agencies in the area).
Total number of survey forms for each district-level unit is: 160 forms.
The total number of district-level survey ballots is:
160 votes X 21 district-level units = 3,360 votes.
Total number of questionnaires: 4,110 questionnaires.
