(Baonghean.vn) - Many quality opinions were enthusiastically contributed by delegates at the Social Criticism Workshop on the draft Decree detailing a number of articles of the Law on Democracy at the Grassroots Level.
On the afternoon of April 28, the Nghe An Provincial Federation of Labor organized a workshop on social criticism of the draft Decree detailing a number of articles of the Law on Democracy at the Grassroots Level.

On November 10, 2022, at the 4th Session, the 15th National Assembly passed the Law on Grassroots Democracy, which will take effect from July 1, 2023.
The Draft Decree of the Government detailing a number of articles of the Law on Implementing Democracy at the Grassroots Level consists of 5 Chapters and 33 articles regulating the organization of community meetings; the distribution of ballots to collect opinions from households; online voting in villages and residential groups; the process of electing and dismissing village heads and residential group heads; periodic conferences of the community; the organization and operation of the Community Investment Supervision Board; the organization and operation of the People's Inspection Board in communes, wards and towns; in agencies, units and state-owned enterprises.

This workshopThere were more than 10 comments from the delegates attending. Most of the comments revolved around Articles 20 to 30 of Chapter 4 on the organization and operation of the People's Inspection Committee at communes, wards, towns and at state agencies, units and enterprises.
Notably, some delegates were concerned about the duties, powers and responsibilities of the Head and members of the People's Inspection Committee in communes, wards and towns; the work of developing plans and methods of inspection and supervision suitable to the requirements of the actual situation.
Many opinions suggested adding regulations on operating costs of the Community Investment Supervision Board and the People's Inspectorate Board in the draft Decree.

At point b, item 1, Article 10, the delegate from the Provincial Fatherland Front Committee proposed to add "With the consent of the Standing Committee of the Vietnam Fatherland Front Committee at the same level". Because when selecting, introducing, and negotiating the positions of village chief, hamlet chief, and block chief for people to vote, there is the coordination and chairing of the Standing Committee of the Vietnam Fatherland Front Committee at the same level.
At the same time, at point c, section 2, Article 12, the delegate proposed to amend it to: Assign the Village Chief and the Head of the Residential Group to report on the results of implementing democracy at the conference. Because implementing democracy in the management and operation of hamlets and blocks mainly includes the following contents: Discussing and directly deciding on policies and levels of contributions to build infrastructure and public welfare works within the commune and hamlet levels contributed by the people; implementing village and block conventions and regulations; participating in self-management in maintaining security and order; protecting the environment; implementing social security policies.

Concluding the workshop, Comrade Nguyen Chi Cong - Permanent Vice Chairman of the Provincial Labor Federation highly appreciated the enthusiastic and quality contributions from the delegates. After the workshop, he requested the Legal Policy - Labor Relations Board of the Provincial Labor Federation to continue to study and seriously synthesize the above opinions to send to the Vietnam General Confederation of Labor in the shortest time./.
