The Standing Committee of Nghe An Provincial People's Council organized a session to explain the compliance with the law on labor safety and hygiene in industrial parks, industrial clusters and craft villages in the province from 2021 to present.

On the afternoon of May 28, the Standing Committee of the Provincial People's Council held a session to explain the compliance with the law on labor safety and hygiene in industrial parks, industrial clusters and craft villages in the province from 2021 to present.
Comrades: Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council and Chu Duc Thai - Standing Member of the Provincial People's Council, Head of the Culture and Social Affairs Committee, Provincial People's Council chaired the explanation session.

Not thoroughly implementing the concluded contents
Before organizing the explanation of compliance with the law on occupational safety and hygiene: The Standing Committee of the Provincial People's Council took time to listen to the assessment of the implementation results of the Notices of conclusion of the explanation session of the Standing Committee of the Provincial People's Council from the beginning of the 2021-2026 term to present.
Besides appreciating the efforts of departments, branches and localities in implementing the Conclusion Notices of the Standing Committee of the Provincial People's Council in previous explanation sessions related to 5 contents; the meeting participants continued to raise a number of remaining issues, difficulties and obstacles.

For example, the work of reclaiming land from 11 agricultural and forestry farms to hand over to the locality for people is still stuck, especially areas with assets on the land that have not been specifically regulated with a time limit for processing to have a basis for implementation. Or the disbursement of career capital to implement project 1 on solving the shortage of residential land, housing, production land, and domestic water under the National Target Program. For example, the disbursement rate for job conversion support has only reached 15.87% compared to the capital plan; meanwhile, the capital is allocated to 10 districts, but currently only 4 districts.
The arrangement and handling of public assets after the merger in some localities is still confusing and passive; on the other hand, the province's authority to approve the arrangement still has 140 unapproved facilities... The work of granting the first land use right certificates has not met the plan set by the Provincial People's Committee.
Based on the explanations of a number of relevant departments and branches, at the explanation session, the Standing Committee of the Provincial People's Council continued to request the Provincial People's Committee to direct and urge departments, branches, units and localities to continue implementing the recommendations stated in the Conclusion Notices of the 5 explanation sessions of the Standing Committee of the Provincial People's Council from the beginning of the 2021 - 2026 term to present. Regarding the difficulties and problems that arise, it is necessary to clearly define the responsibilities of each department and locality and the responsibility for coordination in each specific content and task, ensuring that the difficulties and problems are thoroughly resolved.

Many weaknesses in ensuring occupational safety and hygiene
Organize an explanation of the compliance with the law on occupational safety and hygiene; based on the report of the Provincial People's Committee, questions from the Standing members of the Provincial People's Council and explanations from relevant departments and branches, it shows that activities to ensure occupational safety and hygiene in establishments and enterprises in industrial parks, industrial clusters and craft villages in Nghe An province still have issues that need more attention.
The province currently has 6 industrial parks, 22 industrial clusters with 395 enterprises, production and business establishments and 189 craft villages. These establishments and enterprises have created jobs for more than 86,000 workers and contributed more than 4,600 billion VND to the budget per year.

From 2021 to present, thanks to the focused and drastic direction of the entire political system and promoting the supervisory role of the people, the work of ensuring occupational safety and hygiene in industrial parks, industrial clusters and craft villages in the province has had many positive changes.
However, compared to the requirements of ensuring a safe working environment and health for workers, there are still many shortcomings and loopholes. Compliance with the law on occupational safety and hygiene of establishments and enterprises is not high, along with the awareness of complying with regulations on occupational safety and hygiene and protecting their own health of workers is still limited.

In addition, the responsibility of state management of departments, branches, localities and related organizations through inspection, examination and supervision activities is not regular, the number of inspected enterprises is small; the quality of inspection and supervision is not high, the detection of enterprises with serious violations of labor safety and hygiene is slow and the handling is slow, typically the violation at Chau Tien Company Limited.
From these limitations, work accidents still occur quite often, causing many workers to be injured or killed, many workers to suffer from occupational diseases that affect the health and lives of workers.

Besides, the settlement of policies for workers with occupational accidents and diseases in some units is still slow, affecting the legitimate rights of workers.
According to the report of the Provincial People's Committee for the period 2021 - 2023, there were 44 occupational accidents in the province, causing 20 deaths, 17 serious injuries, and 22 minor injuries. In 2023, through occupational health examination and investigation, the province discovered 82 workers with occupational diseases.

Speaking at the explanation session, comrade Bui Dinh Long - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee admitted that the current situation of compliance with the law on occupational safety and hygiene in enterprises, production and business establishments in the province still has many limitations, the cause of which is due to both business owners, employees and state management agencies at all levels.
Fully aware of his responsibilities, the Vice Chairman of the Provincial People's Committee affirmed that he would direct and assign responsibilities to departments, branches and organizations based on inspection, supervision and close assessment of the actual situation of each group and type of enterprise and production and business establishment to clarify what is weak and lacking, thereby proposing solutions and urging drastic direction; along with that, being more serious in handling violating establishments.
Closely monitor the implementation of corporate responsibilities
Concluding the explanation session, in addition to appreciating the efforts of the Provincial People's Committee and sectors and localities, and frankly pointing out many shortcomings and limitations; Comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council requested the Provincial People's Committee to have drastic and specific solutions to overcome and resolve the current shortcomings and limitations.

The focus is on strengthening and ensuring the effectiveness of propaganda and dissemination of laws, creating a shift in awareness and action for employers and employees; closely monitoring the responsibilities of enterprises.
Along with that, it is necessary to strengthen and improve the quality and effectiveness of inspection, examination and supervision of occupational safety and hygiene at enterprises and production and business establishments, especially in fields and occupations with high risks of occupational accidents and diseases; strictly and promptly handle violations to prevent occupational accidents and diseases.
The Provincial People's Committee also needs to direct and enhance the responsibility of departments, branches and units in resolving cases of work accidents and occupational diseases; ensuring the rights of workers, especially at Chau Tien Company Limited.
Pay attention to encouraging and creating conditions for small and medium enterprises to apply technological innovation and production lines; encourage enterprises to proactively invest and implement preventive measures, improve the working environment, reduce work accidents and occupational diseases.
