Nghe An province is organizing a review, rotation, and deployment of medical personnel to commune-level health facilities.
Recently, the Nghe An Department of Health issued Document No. 3876/SYT-TCCB regarding the reporting of the current situation and registration of the need for rotation and deployment of staff to commune-level health centers, addressed to the People's Committees of 130 communes and wards and health centers in the province.

The Nghe An Department of Health stated: In accordance with Official Letter No. 5851/BYT-TCCB dated August 29, 2025, from the Ministry of Health, on September 5, 2025, the People's Committee of Nghe An province issued Official Letter No. 9256/UBND-TH regarding the rotation, transfer, and assignment of officials to the commune level.
In order to have a basis for developing plans for rotation, transfer, and deployment of additional personnel to the commune level to ensure the operation of the grassroots health system, the Department of Health proposes the following:People's Committees of the communesThe ward/commune reports on the current status of the staff in charge of the health sector in the culture and social affairs departments; for communes and wards that do not have staff with health expertise, they propose the need for additional staff to strengthen the work in the culture and social affairs departments.
The Department of Health requires health centers to develop plans for allocating personnel to health stations after they are reorganized according to the new administrative units of communes and wards, ensuring that each station has at least two doctors. In cases where it is not possible to allocate the minimum number of doctors as prescribed, a proposal should be made for doctors to work on a rotational basis at the station.
The Nghe An Department of Health requests that the People's Committees of communes and wards, and health centers, submit written reports on the current situation and propose the need for additional staff to work in the culture and social affairs departments; and propose the need for doctors to rotate shifts at health stations to the Nghe An Department of Health before September 17, 2025.
After conducting a review, the Nghe An Department of Health will develop a plan for the rotation, transfer, and deployment of personnel in a suitable manner, submit it to the Provincial People's Committee for comments and guidance, and instruct units, officials, and medical staff to voluntarily register to work at health stations and cultural and social departments before deployment.
According to information from the Nghe An Department of Health: Currently, the culture and social affairs departments of the 130 commune and ward People's Committees in the province have 942 staff members; including 4 heads of departments, 3 deputy heads, and 12 staff members with medical and pharmaceutical expertise. It is estimated that approximately 120 additional medical staff members are needed to work in the culture and social affairs departments of these 130 commune and ward People's Committees.
On August 29, 2025, the Ministry of Health issued Document No. 5851/BYT-TCCB to the People's Committees of provinces and centrally-administered cities; and the Departments of Health of provinces and centrally-administered cities regarding the rotation, transfer, and assignment of staff to the commune level.
The Ministry of Health requests that the People's Committees of provinces and centrally-administered cities, and the Departments of Health of provinces and centrally-administered cities, develop plans for the rotation, transfer, and deployment of personnel from the Departments of Health, hospitals and health centers under the Departments of Health, and related units under the People's Committees of provinces and cities to the commune level (including at least one medical professional to the socio-cultural department and one doctor to the commune health station) to ensure the uninterrupted operation of the grassroots health system and the provision of adequate professional and technical services in accordance with the organizational model.two levels of local government.
