Two-tiered local government: Close to the people, for the people.

On July 1, 2025, Nghe An, along with the rest of the country, officially implemented a two-tiered local government model. Less than a month later, on July 22, this land faced a historic flood. In that fierce challenge, the new system clearly demonstrated its attentiveness and flexibility with a spirit of "serving the people." From the commune level, closely engaging with the people using the "four on-the-spot" approach, to the provincial level, coordinating decisively, the two-tiered government worked together with the people to overcome the flood, maintaining faith amidst the disaster.
