(Baonghean.vn) - On the afternoon of October 11, the Provincial Party Committee's Mass Mobilization Committee held a seminar to celebrate the 93rd anniversary of the Party's mass mobilization tradition (October 15, 1930 - October 15, 2023) and the 24th anniversary of the nation's mass mobilization day (October 15, 1999 - October 15, 2023).
Attending the event were members of the Provincial Party Standing Committee: Ngoc Kim Nam - Head of the Provincial Party Committee's Mass Mobilization Commission; Le Hong Vinh - Permanent Vice Chairman of the Provincial People's Committee; Vo Thi Minh Sinh - Chairman of the Provincial Fatherland Front Committee.

The speech presented by comrade Phan Thanh Doai - Deputy Head of the Provincial Party Committee's Mass Mobilization Commission stated: 93 years ago, after the Communist Party of Vietnam was founded, from October 14 to 31, 1930 in Hong Kong (China), the first Central Party Conference approved the Political Platform, Party Statutes, and resolutions on the situation in Indochina and the urgent tasks of the Party.

The Conference Resolution stated: In the Party Committees, it is necessary to organize specialized committees for the following movements: workers' movement, farmers' movement, youth movement, women's movement, military movement, and the Anti-Imperialist Front. From there, it marked the birth of the Party's mass mobilization work, opening a new page, a milestone in the career of mass mobilization work.
On October 15, 1949, President Ho Chi Minh wrote the article “Mass Mobilization” published in the Truth Newspaper. The content of the article is considered the “Platform for Mass Mobilization Work” of the Party. In 2000, the Politburo (VIII tenure) decided to take October 15 every year as the “Traditional Day of Mass Mobilization Work of the Party”.

With that meaning, in October 1999, on the occasion of the 50th anniversary of President Ho Chi Minh writing the work "Mass Mobilization", at the proposal of the Central Mass Mobilization Commission, the Politburo (VIII tenure) agreed to take October 15, 1930 as the Party's Traditional Day of Mass Mobilization and decided to choose October 15 every year as the "Mass Mobilization" Day of the whole country to promote the study and implementation of Uncle Ho's teachings on mass mobilization work.
Over 93 years of accompanying the history of the national revolution, mass mobilization work has always been an important part of Party building work, of strategic significance to the Party's revolutionary cause, contributing to consolidating and strengthening the close relationship between the Party, the State and the people.

Deeply imbued with the teachings of President Ho Chi Minh: "The people's strength is very great. Mass mobilization is very important. If mass mobilization is poor, everything will be poor. If mass mobilization is skillful, everything will be successful", fully aware of the meaning and importance of mass mobilization work, together with the whole country, in recent years, the Party Committee and authorities at all levels of Nghe An province have always determined that mass mobilization work is important in the revolutionary cause and the need to have a staff agency for mass mobilization work.
Thanks to that, mass mobilization work in Nghe An has had positive changes; promoting the strength of the great national unity bloc, creating a large mass movement, making important contributions to the achievements of the cause of national renewal; creating social consensus in the process of implementing the Party's guidelines and policies and the State's laws, contributing to the people's peace, and the people's trust and relationship with the Party have been increasingly consolidated.

Party committees at all levels have innovated the content and methods of leading mass mobilization work, directed activities closely to the grassroots, making mass mobilization work one of the important contents of Party building work; effectively implementing Resolution No. 25-NQ/TW dated June 3, 2013 of the Party Central Committee on "Strengthening and innovating the Party's leadership over mass mobilization work in the new situation", programs and projects on mass mobilization work. Accordingly, mass mobilization work always focuses on linking with the interests of the people, in line with the people's wishes, creating a driving force for development; creating a strong change in mass mobilization work from the province to the grassroots.
The government's mass mobilization work has seen many changes. Governments at all levels have concretized resolutions and directives of Party committees into appropriate decisions, mechanisms and policies to develop the socio-economy and improve the material and spiritual life of the people.

The emulation movement "Skilled mass mobilization" has flourished, become lively and diverse, associated with studying and following Ho Chi Minh's ideology, morality and style through practical and effective actions, increasingly going into depth, and receiving positive response from the entire political system. The Mass Mobilization Committee, mass mobilization bloc and mass mobilization groups at all levels in the province have actively mobilized all classes of people to compete in labor production, helping each other to eliminate hunger, reduce poverty and become rich legitimately.
The National Target Program on New Rural Development in Nghe An has truly become the cause of the entire Party and people, with the whole political system unanimously and jointly participating. Up to now, the whole province has 309/411 communes meeting new rural standards, reaching 75.18% (of which 53 communes have met advanced new rural standards; 6 communes have met model new rural standards), 9 district-level units have completed the task of building and meeting new rural standards, thereby creating a new look for rural areas, narrowing the gap in living standards between rural and urban areas.

The advisory role of the mass mobilization committee and mass mobilization bloc for the Party Committee is increasingly high quality and effective, especially in grasping and forecasting the situation, proposing solutions to complex and prominent issues in residential areas; developing and evaluating important resolutions and documents, thereby contributing to strengthening the leadership of Party Committees at all levels in mass mobilization work, as well as enhancing the sense of responsibility, participation and promoting the implementation of mass mobilization work of the political system, on that basis contributing with the Party Committee and the government to successfully implement the goals and targets set by the Resolutions of the Party Congresses at all levels, gradually building our province to become increasingly rich and civilized.

To continue promoting the achievements, in the coming time, the province's mass mobilization work will continue to pay attention to innovating propaganda, mobilization and methods of grasping the people's situation in a proactive, practical and effective manner. Focusing on the grassroots, proactively grasping the situation, life and thoughts of all classes of people, especially in remote, disadvantaged, border areas, areas with many potential complex factors... Fighting and refuting information and arguments that distort, divide, cause disunity, and negatively affect the relationship between the Party and the people.

Strengthening the mass mobilization work of state agencies and authorities at all levels, focusing on improving the effectiveness of administrative reform, implementing the Law on Democracy at Grassroots Level, improving the quality of voter contact activities, citizen reception activities, meetings, contacts, dialogues, handling complaints, denunciations, and recommendations of the people. Promoting the emulation movement "Skillful mass mobilization" throughout the entire political system, associated with mobilizing all classes of people to actively participate in patriotic emulation movements and campaigns.

At the seminar, the delegates' presentations clarified the role and contribution of the mass mobilization sector to the province's development in recent years; at the same time, they shared lessons learned in propaganda and mobilization work, especially for ethnic minorities, remote areas, to develop production, reduce poverty sustainably, and build new rural areas. The delegates' opinions reflected the difficulties and proposed solutions to innovate the content and methods of mass mobilization work, in order to meet the requirements in the new situation.
