(Baonghean.vn) - Nghe An Provincial People's Committee has just issued a document on implementing tasks and solutions to improve efficiency, overcome shortcomings and limitations in administrative reform in the first 6 months of the year and improve the indicators: PAR INDEX, SIPAS and PAPI in 2022.

According to the assessment, in 2021, with the attention, leadership and direction of the Provincial Party Committee and the Provincial People's Council, along with the initiative, efforts and determination of sectors and levels in implementation, the administrative reform (AR) work of the province has had positive changes.

According to the results announced by central ministries, branches and relevant organizations, the Public Administration Reform Index (PAR INDEX), the Satisfaction Index of People and Organizations with the Services of State Administrative Agencies (SIPAS); the Provincial Governance and Public Administration Performance Index (PAPI) in 2021 increased or maintained the same ranking compared to 2020, specifically: PAR INDEX increased by 1 rank, ranked 17/63 provinces and cities; SIPAS increased by 13 ranks, ranked 35/63 provinces and cities; PAPI maintained its ranking of 15/63 provinces and cities and was in the group of 15 provinces and cities with the highest scores. The province's administrative reform work in the first 6 months of 2022 continued to have positive changes.

However, in 2021, some component indicators of PAR INDEX in the fields of: Direction and administration of administrative reform; administrative procedure reform, public finance reform, building and improving the quality of cadres, civil servants, administrative modernization did not achieve maximum scores; there are not many new administrative reform initiatives, especially breakthrough initiatives. The ranking and component indicators of the SIPAS index are still low compared to other localities. For PAPI, the public service provision content index is in the low-average group. Some component contents in the content axes are still low. The province's administrative reform work in the first 6 months of the year still has some shortcomings and limitations in the above areas.

In order to improve the quality, efficiency and overcome shortcomings and limitations in administrative reform in the province, thereby contributing to improving the PAR INDEX, SIPAS, and PAPI indexes of the province in 2022, the Provincial People's Committee requests provincial departments, branches, and sectors, People's Committees of districts, cities, towns, and relevant agencies and units to implement the following contents:

1. Provincial departments, branches, sectors, People's Committees of districts, cities, towns

Based on the analysis and assessment of the Administrative Reform Index, the Satisfaction Index of People and Organizations with the Services of State Administrative Agencies, the Governance and Public Administration Performance Index of Nghe An Province in 2021, solutions to improve the indicators in 2022 in Report No. 1522/BC-SNV dated June 30, 2022 of the Department of Home Affairs; Report No. 469/BC-UBND dated July 6, 2022 of the Provincial People's Committee on administrative reform in the first 6 months of the year, key tasks in the last 6 months of 2022, provincial departments, branches, sectors, People's Committees of districts, cities, and towns direct the implementation of tasks and solutions under the responsibility of agencies, units, and localities, focusing on the following contents:

a) Improve the work of advising on administrative reform programs and plans, and at the same time, deploy specific solutions to organize implementation to complete the 2022 administrative reform programs and plans of agencies, units and localities. Do a good job of inspection, examination and post-inspection and examination handling; strengthen the propaganda work of administrative reform, focusing on forms other than traditional forms; perform well the tasks assigned by superiors;

b) Research and propose the application of new initiatives to improve the effectiveness of administrative reform. Each department, branch, and locality must have at least 2 initiatives in administrative reform. Departments, branches, and localities must send administrative reform initiatives to the Department of Science and Technology before October 30, 2022 for appraisal and submission to the Provincial Initiative Council for recognition. For recognized initiatives, departments, branches, and localities must send them to the Department of Home Affairs before December 15, 2022 to prepare verification documents for scoring and evaluating the determination of the administrative reform index of Nghe An province in 2022;

c) Organize the implementation of law enforcement monitoring work well, evaluate the implementation of effective Resolutions of the Provincial People's Council; improve the quality of drafting, promulgating, inspecting and reviewing legal documents; promptly correct and handle illegal documents according to recommendations of competent authorities;

d) Focus on promoting administrative procedure reform, reviewing, evaluating and recommending simplification of dossier components and implementation procedures. Improve the operational efficiency of the Provincial Public Administration Service Center and One-Stop Departments at all levels, focusing on fully publicizing administrative procedures under their jurisdiction. Focus on directing the implementation of thoroughly handling information backlogs on the Provincial Administrative Procedure Information System; promptly handle administrative procedures for organizations and individuals, especially in the fields of land, construction, justice, labor, war invalids and social affairs, and environment. Strictly implement the regulations on apologizing to organizations and individuals for overdue dossiers;

d) Perfecting and arranging the organizational apparatus, reducing focal points; implementing regulations on staff management and the structure of the number of leaders in administrative agencies; arranging public service units to reduce the number of organizations and the number of staff receiving salaries from the State budget; effectively implementing the decentralization of State management;

e) Correctly implement the civil servant rank structure and the professional title structure of civil servants. Review, revise, supplement and adjust the job position project. Organize strict and correct implementation of regulations in the work and management of cadres, civil servants and public employees;

g) Implement well the work of budget finance, management and use of public assets. Effectively implement the autonomy mechanism in public service units; increase the number of public service units that self-insure regular expenditures, and partially self-insure regular expenditures;

h) Focus on implementing key tasks on digital transformation in provincial State agencies according to Directive No. 05/CT-UBND dated February 21, 2022 of the Provincial People's Committee. Strengthen propaganda, guidance on use, and improve the quality of providing online public services. Pay attention to using the official email system, regularly provide and update documents on the Portal/Website of agencies, units, and localities. Continue to apply the Quality Management System according to National Standard TCVN ISO 9001:2015;

i) Strictly implement discipline and administrative order. Strengthen inspection and examination work, rectify working style and manners, enhance sense of responsibility in performing public duties and tasks of cadres, civil servants and public employees; promptly handle violations, acts of harassment, negativity and corruption in handling work of organizations and individuals;

k) Implement well the grassroots democracy regulations. Enhance the accountability of State administrative agencies. Publicize regulations on budget revenue and expenditure, on poverty assessment, land, recruitment of civil servants and public employees; provide adequate and quality essential infrastructure services such as electricity and water; effectively receive and handle feedback and recommendations from organizations and individuals; enhance the effectiveness of dialogue with the people; improve the environment, improve the quality of water, air, people's lives and ensure social order and safety.

2. Department of Home Affairs

Advise on assigned tasks to preside over, ensure to maintain the maximum score of the criteria in 2021; advise on improving the score of the following contents: Direction and administration of administrative reform; on building a team of cadres, civil servants and public employees; and advise on implementing other tasks in the field of State management of the industry.

3. Department of Justice

Advise on assigned tasks, ensure to maintain the maximum score of the criteria in 2021, and at the same time advise and direct the implementation of law enforcement monitoring; issue and review legal documents, handle illegal documents inspected and recommended by competent authorities. Summarize and evaluate the effective impact of mechanisms and policies issued by the Provincial People's Council.

4. Provincial People's Committee Office

Advise on assigned tasks, ensure to maintain the maximum score of the criteria in 2021, and advise on improving the score of the following contents: Results, assessment of the quality of administrative procedure settlement; receiving and handling feedback and recommendations from organizations and individuals on administrative procedures; improving the quality of operations of the provincial Electronic Information Portal; strengthening communication and guidance, urging the provision and use of online public services on the National Public Service Portal and the Provincial Administrative Procedure Settlement Information System. Coordinate with VNPT to complete the system for collecting opinions and assessing the settlement of administrative procedures on the Provincial Administrative Procedure Settlement Information System software. Advise on other tasks within the management field of the industry.

5. Department of Finance

Advise on assigned tasks, ensure to maintain the maximum score of the criteria in 2021, and advise on improving the score of the following contents: Implement the annual disbursement plan for State budget capital investment; implement regulations on the use of funds from the State budget; organize the implementation of recommendations after inspection, examination, and State audit of budget finance. Advise on other tasks within the management field of the industry.

6. Department of Planning and Investment

Advise the Provincial People's Committee to continue solutions to improve the investment and business environment to contribute to improving the Provincial Competitiveness Index (PCI). Coordinate with relevant agencies and units to remove difficulties and obstacles for businesses to attract investment and develop businesses. Advise on other tasks within the management field of the industry.

7. Department of Information and Communications

Advise on assigned tasks, ensure to maintain the maximum score of the criteria in 2021, and advise on improving the content score on receiving documents and returning results of administrative procedures through public postal services. Advise on other tasks within the management field of the industry.

8. Department of Science and Technology

Take the lead in advising on assigned tasks, ensuring that the maximum scores of the criteria are maintained in 2021, and regularly guide, urge and organize inspections of the application, maintenance and improvement of quality management according to the National Standard TCVN ISO 9001:2015 at agencies, units and localities in the province. Urge and submit to the Provincial Initiative Council for approval and recognition of administrative reform initiatives; advise on other tasks within the management field of the industry.

9. Provincial Radio and Television Station, Nghe An Newspaper, Provincial Electronic Information Portal

Maintain a special page and column to report and promptly reflect the results of administrative reform implementation at all levels; promote awareness of the role and significance of the Par index, Sipas and PAPI; and the results of implementing solutions to overcome shortcomings and limitations, and improve the indicators of agencies, units and localities.

10. Proposal to the Provincial Fatherland Front Committee

Strengthen the work of supervision, giving opinions, criticism, propaganda, and mobilizing agencies and units at all levels according to their functions and tasks to effectively implement the Party's policies and guidelines and the State's laws on administrative reform. Take the lead and coordinate with agencies, units, and localities to effectively conduct sociological surveys related to the indicators.

Requesting directors of departments, heads of provincial-level departments and branches, relevant agencies and units, Chairmen of People's Committees of districts, cities and towns to directly direct the implementation of assigned tasks and synthesize and report on implementation results to the Provincial People's Committee (through the Department of Home Affairs) before August 30, 2022 for further consideration and direction of implementation.
