Nghe An implements project to build 1 million apartments for low-income earners and industrial park workers
(Baonghean.vn) - The project is implemented to meet the housing needs of low-income people in Nghe An province.
On October 9, 2023, the Provincial People's Committee issued Plan No. 778/KH-UBND Plan to implement the Project "Investing in the construction of at least 1 million apartments"social housingfor low-income earners and industrial park workers in the period of 2021-2030" according to Decision No. 338/QD-TTg dated April 3, 2023 of the Prime Minister in Nghe An province.
Accordingly, the plan aims to develop social housing and worker housing at prices suitable to the affordability of low-income people in urban areas and workers and laborers in industrial parks in the province.
With this project, Nghe An strives to complete the construction of 28,500 social housing units in the period of 2021 - 2030 in accordance with the assigned targets in the Project "Investing in the construction of at least 1 million social housing units for low-income earners and industrial park workers" approved by the Prime Minister under Decision No. 338/QD-TTg dated April 3, 2023. Of these, there are 9,000 social housing units for low-income earners and 19,500 social housing units for industrial park workers. The project will be implemented in 2 phases, phase 1 from 2021 - 2025 and phase 2 from 2026 - 2030.
To promote the development of social housing and workers' housing in the coming time, Nghe An has implemented many solutions. That is to promote the completion of the legal basis under its authority, strengthen the reform of administrative procedures related to investment in social housing construction to improve the environment and attract investment.
The province will also allocate land for social housing and housing for workers in industrial parks. Specifically, it will strictly implement the law on allocating 20% of land in commercial housing projects and urban areas to invest in developing social housing.
To attract investment, in the coming time, the province will support and facilitate credit for social housing development, support and facilitate businesses investing in social housing and social housing buyers to access loans from the VND 120,000 billion credit program under Resolution No. 33/NQ-CP dated March 11, 2023 of the Government and other low-interest social housing loan credit packages.
During the implementation process, the province will strictly manage and handle violations (if any) regarding the progress and commitments of investors in implementing social housing projects. Require investors to publicly disclose the content of the progress commitment, regularly check the implementation of the investor's commitments; in case of failure to ensure the progress as committed, advise on handling according to legal regulations.
Regarding relevant departments, branches and sectors, the province requires to promote the responsibility of leaders in promoting the development of social housing in the area.
According to this project, the allocation of social housing for low-income people will be implemented in 7 localities: Vinh city, Nghi Loc, Cua Lo, Hung Nguyen, Thai Hoa town, Hoang Mai town and Do Luong district.
Social housing for industrial park workers will be deployed in the Southeast Economic Zone.
