Pursuant to Decision No. 06/QD-TTg dated January 6, 2022 of the Prime Minister on approving the Application Development Projectpopulation data, electronic identification and authentication to serve national digital transformation in the period 2012 - 2025, with a vision to 2030, to promptly, uniformly and effectively deploy in the province, the People's Committee of Nghe An province has issued a plan to implement Decision No. 06/QD-TTg of the Prime Minister.
This plan is divided into groups, implementation stages and specific tasks of departments, branches and units.
In particular, in 2022, the group of utilities serving administrative procedure settlement and providing online public services will focus on the following tasks:
- Complete integration and provide information authentication services on the National Identity Card number (9 digits) with the Citizen Identification Card on the National Public Service Portal so that 100% of individual electronic identification accounts created by the National Public Service Portal and the Provincial Public Service Portal can be authenticated with the electronic identity provided by the Ministry of Public Security.

- Complete the determination of the implementation roadmap for standardization, process restructuring, integration, and provision of essential online public services to serve people and businesses on the basis of using authentication and sharing of data from the National Population Database to reduce and simplify administrative procedures.
- Continue to complete population data to ensure it is "correct", "sufficient", "clean", and "alive"; promote the completion of issuing electronic chip-embedded Citizen Identification Cards to eligible citizens who have not been issued or have been issued or reissued according to regulations.
- Complete policies to facilitate the development and provision of digital applications and services related to population information. In particular, focus on implementing the Decree on personal data protection and the Decree on electronic identification and authentication after the Government promulgates them.
- Complete the connection and integration of the Ministry of Public Security's electronic identification authentication system with the National Public Service Portal in the first quarter of 2022 to serve identification, authentication, and creation of electronic accounts for individuals in handling administrative procedures and providing online public services.
- Complete the connection and data sharing between the National Population Database and the Tax Database in the first quarter of 2022 to serve the authentication of taxpayer information in handling tax administrative procedures, helping 100% of taxpayers not to have to re-declare changed information already in the National Population Database.
- Complete the connection, sharing, and authentication of citizen information with the National Public Service Portal and the Provincial Administrative Procedure Information System to serve the settlement of administrative procedures and provide online public services in the direction that information already available in the National Population Database has been connected and shared, without requiring people to re-declare.
- Ensure synchronous and effective implementation of birth registration, issuance of personal identification numbers for citizens and implementation of social security at the commune level on the basis of deploying solutions to share infrastructure of the Public Security sector.
- Complete the standardization, restructuring of processes, reduction and simplification of administrative procedures based on the use of authentication and sharing of data from the National Population Database or the use of electronic identification and authentication performed by the Provincial Police on the National Public Service Portal, the Provincial Administrative Procedure Information System for: 100% of public services of the Provincial Police in the fields of civil status, social insurance, education, health, land, labor,...
- Ensure that 100% of electronic accounts of the provincial Public Service Portal that were granted before Decision No. 34/2021/QD-TTg dated November 8, 2021 of the Prime Minister takes effect are authenticated with electronic identities provided by the Ministry of Public Security; 100% of people who do not have electronic identities when performing administrative procedures at the provincial and district-level One-Stop Departments are granted electronic identities from the electronic identification and authentication system provided by the Ministry of Public Security; 100% of citizens do not have to present documents proving their personal information when performing administrative procedures at the One-Stop Departments that have an administrative procedure settlement information system connected and integrated with the National Population Database.
- Ensure the gradual replacement of personal documents based on the integration and authentication of personal information and documents into the National Population Database so that only the Citizen Identification Card and the National Electronic Identification (VNEID) application are needed, focusing on immediate implementation for a number of documents such as: Health insurance, driver's license, driver's license, certificate code or practice license, vaccination, healthcare, education, cadres, civil servants, public employees...
- Provide information verification services for litigants, defendants, accused, participants in litigation... on the People's Court service portal to serve the implementation of electronic litigation and online trials.
- Ensure that indicators on connection, integration, and sharing of population data from the National Population Database for authentication, identification, and settlement of administrative procedures and provision of online public services are monitored, supervised, and evaluated using data in real time starting from the second quarter of 2022, promptly serving the direction and administration of leaders at all levels and the participation of the people...
