Nghe An submits to the Provincial People's Council for consideration of policies to support residential land and production land for ethnic minorities.

On the afternoon of November 25, the Ethnic Committee of the Provincial People's Council held a meeting to review the draft resolution to be submitted to the regular meeting at the end of 2024 - the 25th session of the 18th Provincial People's Council, term 2021 - 2026.

Attending the review meeting were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council; Hoang Quoc Viet - Member of the Provincial Party Executive Committee, Director of the Department of Natural Resources and Environment; leaders of a provincial department, branch and some related localities.

Regarding the draft resolution regulating land policies for ethnic minorities living in Nghe An province, there are 4 groups of policies. Including, policies to support the arrangement of land funds for community activities for ethnic minorities; support residential land for individuals who do not have houses or residential land and have not been allocated residential land or housing by the State, recognized land use rights, granted certificates of residential land use rights, ownership of assets attached to residential land (in cases where land has been allocated, but there is no more residential land or there is a shortage of residential land compared to the quota, it will be transferred); support agricultural land for individuals without agricultural land; support for renting non-agricultural land other than residential land for production and business and a 50% reduction in land rent.

Based on the draft resolution regulating land policies for ethnic minorities living in Nghe An province developed by the Department of Natural Resources and Environment; in addition to basically agreeing with the content of the draft, the meeting participants proposed that the drafting agency adjust the order of subjects applying the policy appropriately, first of all, individuals who are ethnic minorities belonging to poor and near-poor households in ethnic minority and mountainous areas without residential land or production land.

Regarding the support principle, in the condition that land funds in mountainous districts and ethnic minority areas are limited, the draft needs to clearly define the priority order for resolving land allocation for the first time; at the same time, there needs to be a mechanism to bind responsibilities for subjects allocated residential land and production land, to avoid transferring land after being allocated, then becoming landless.

On the other hand, the draft needs to clearly stipulate criteria to determine permanent residents and regular residents in commune-level areas where land is allocated, land use purpose is changed, or land is leased to be exempted or reduced from land use fees and land rent.

Some opinions also discussed the support limit for residential land, which must be consistent with regulations on building cultural institutions, building new rural areas, and the reality of mountainous areas.

Participating in the review of this draft resolution, comrades Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council and comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council requested that the drafting agency, the Department of Natural Resources and Environment, assess and clarify the current situation of land use in ethnic minority areas; how many villages and hamlets do not have land for community activities and how many households do not have residential land or production land.

At the same time, it is necessary to strictly ensure the contents of the draft resolution, ensure the right subjects, resolve the pressing issues and difficulties regarding land that are arising in ethnic minority areas; in which, clarify the land limit for community activities and cases where land has not been granted, it will be granted or if it has been granted but is not enough for the limit, it will be granted additional land...

The Ethnic Committee of the Provincial People's Council also conducted an examination and agreed to submit to the Standing Committee of the Provincial People's Council to include in the agenda of the 25th session for the Provincial People's Council to consider and decide on the draft resolution amending and supplementing a number of contents of Resolution No. 45/NQ-HDND, dated October 12, 2022 of the Provincial People's Council on the plan for investment capital for development of the central budget to implement the National Target Program on socio-economic development of ethnic minority and mountainous areas, period 2021 - 2025 and 2022 in Nghe An province.
