Streamlining the payroll of civil servants and public employees
At the review session, delegates listened to and commented on the reports on: assignment of civil servant payrolls in state administrative agencies and organizations of Nghe An province in 2018; total number of employees in public service units in 2018.
According to the report, in 2015, Nghe An was assigned 3,799 civil servant positions by the Ministry of Home Affairs. According to Resolution No. 39/NQ-TW of the Politburo, by 2021, 380 civil servant positions need to be reduced.
Accordingly, in 2015 and 2016, the province reduced 119 positions and in the 2017-2021 period, it needs to reduce 261 positions.
The number of public service positions in 2018 is 62,253, specifically: assigned to public service units and associations is 55,794 positions (a decrease compared to the number assigned at the end of 2017 of 1,115 positions) and reserved 6,459 positions.
The total number of civil servants in the State management agency of Nghe An province in 2018 was 3,615 (65 positions lower than in 2017) and there was no reserve.
Delegate Thai Thi An Chung - Deputy Head of the Legal Committee of the Provincial People's Council was concerned that the Resolution did not include a reserve number of civil servant positions.
Delegate Tran Dinh Toan - Deputy Head of the Legal Committee of the Provincial People's Council raised issues about streamlining the staffing of public employees in public agencies. "While the State's subsidized budget is limited, the force in public agencies is too large" - the delegate commented.
Therefore, delegates suggested that it is necessary to review, recalculate, and establish an inspection team to monitor and clarify the needs of public service units.

Director of the Department of Home Affairs Dau Van Thanh shared that from now until 2021, it is necessary to determine the rate of streamlining the civil servant payroll by at least 10%, and similarly for reducing the number of civil servants.
In the past, the method of reducing the number of employees was implemented by: retiring at the right age, retiring according to Decree 108 of the Government, evaluating the capacity of civil servants and public employees; or transferring officials between sectors. However, this process encountered many difficulties because "when it comes to any sector, that sector will react, because the functions and tasks of the sectors are increasing" - Mr. Thanh shared.
The meeting agreed to submit to the Provincial People's Council the total number of public service positions in 2018 is 62,253 positions, specifically: assigned to public service units and association organizations is 55,794 positions (reduced compared to the number assigned at the end of 2017 is 1,115 positions) and reserve 6,459 positions. |
Faced with the policy of streamlining the payroll, Head of the Legal Department Phan Duc Dong suggested that the Department of Home Affairs coordinate with the Provincial People's Committee to agree on the need to provide a reserve for civil servant payroll. At the same time, the Department of Home Affairs also needs to develop a plan to streamline the payroll of the entire province for the period 2016-2021, with plans for each period to submit to the Provincial People's Council.
At the meeting, delegates also contributed their opinions to the Draft Resolution regulating the level of funding to support the activities of the People's Inspection Committees in communes, wards and towns in Nghe An province; Resolution of the Provincial People's Council regulating the content and level of funding to ensure the activities of supervision and social criticism of the Vietnam Fatherland Front Committee and socio-political organizations in the province.
Many changes in administrative reform
After listening to the report on administrative reform of Nghe An province in 2017, delegates highly appreciated the functions, tasks and organizational structures of specialized agencies at all levels and sectors which have been adjusted and arranged to be basically suitable and operate effectively.

The one-stop mechanism, the interconnected one-stop mechanism, the quality of receiving and handling administrative procedures at localities and units has been improved, initially creating satisfaction for organizations and citizens. The team of cadres, civil servants and public employees has gradually met the requirements of tasks in the new situation.
The approval of the plan to grant financial autonomy to a number of public service units has created conditions for units to proactively use assigned funding sources, actively exploit revenue sources, as well as be proactive in arranging and assigning job positions.
In particular, the progress of autonomy is being carried out quickly, it is expected that by 2018, there will be 21 autonomous units, contributing to streamlining the payroll.

Commenting on the report, delegates suggested adding some contents such as: specific reform policies to improve investment attraction capacity to increase the Provincial Competitiveness Index (PCI); specifying the key tasks of 2018; collecting opinions from businesses and people on assessing the responsibilities of units; proposing plans to reduce meetings.
Head of the Legal Department Phan Duc Dong requested the Department of Home Affairs and other departments, branches and sectors to increase propaganda on administrative reform, especially online public services to the people; add to the report the plan to streamline the administrative apparatus, implementing Resolution 6 of the Central Committee (term XII); pay attention to solving the problem of redundancy in schools; promote the enhancement of autonomy.
