Nghe An: From January 2022, more than 1,700 contract preschool teachers face the risk of not having a salary

(Baonghean.vn) - This is the reality that has been happening since the beginning of 2022, after the preschool teachers under contract 06, 09 in Nghe An expired their period of receiving budget support from the state.

Previously, implementing Joint Circular No. 09/2013/TTLT-BGDĐT-BTC-BNV and Decree 06/2018/ND-CP (now collectively referred to as Decree 06) of the Government from 2014 to present, Nghe An has recruited 2,508 labor contract targets.preschool teachersand are provided with stable funding from the central budget. Kindergarten teachers in category 06 are teachers who sign indefinite-term labor contracts and enjoy full benefits and policies like civil servants.

Among these teachers, from 2015 to now, when there are staffing quotas, the District People's Committee has given priority to recruiting a number of contract preschool teachers into civil servants (includingspecial recruitmentAccording to Official Dispatch No. 5378/BNV-CCVC dated November 15, 2019 of the Ministry of Home Affairs). Therefore, by the beginning of 2022, statistics show that the whole province has only 1,724 contract teachers receiving salaries funded by the budget with an amount of 156,312 billion VND.

Pursuant to Clause 3, Article 15, Decree 105/2020/ND-CP dated September 8, 2020 of the Government on regulations on policies for developing preschool education, the policy for teachers signed contracts under Decree 06/2018/ND-CP will expire in December 2021. Therefore, 1,724 contract teachers in Nghe An will temporarily not be allocated budget to pay salaries. This has seriously affected the labor regime, lack of teachers in the classroom, and will have a negative impact on the industry.

Regarding this content, recently the Department of Education and Training has sent an Official Dispatch to the Provincial People's Committee requesting the Ministry of Education and Training to coordinate with the Ministry of Finance and the Ministry of Home Affairs to give opinions on removing difficulties in policies for preschool teachers with labor contracts according to Decree 06 when the Decree expires.

Previously, the relevant departments and branches had repeatedly advised the Provincial People's Committee to send proposals to the Ministries and the Government to add 7,843 staffing quotas at all levels of education, but there were no results. Particularly for preschool level, if according to the regulations on the list, job position framework and the number of employees in preschool education establishments, Nghe An needs 16,393 quotas. However, the number of people currently working is 11,093 quotas and the whole province is short of 5,300 quotas.

It is known that because the funding for teachers currently under labor contracts according to Joint Circular No. 09/2013/TTLT-BGDĐT-BTC-BNV and Decree 06/2018/ND-CP has no longer been provided by the Central Government, since the beginning of January 2022, many localities have been stuck in paying teachers' salaries. Some localities have notified teachers to temporarily withhold salaries pending new instructions.
