Nghe An urgently responds to Lumpy Skin Disease in buffaloes and cows
(Baonghean.vn) - Vice Chairman of Nghe An Provincial People's Committee Hoang Nghia Hieu has just signed Decision No. 1001/QD-UBND promulgating the Emergency Response Plan for Lumpy Skin Disease (LSD) in buffaloes and cows in the province.
VDNC diseasefirst appeared in Van Loi commune, Quy Hop district (December 11, 2020). From February 10, 2021 to now, the VDNC epidemic has reappeared, in a short time, 153 outbreaks have occurred in 19 districts, cities and towns: Hung Nguyen, Nghi Loc, Nghia Dan, Anh Son, Dien Chau, Tan Ky, Quynh Luu, Hoang Mai, Thai Hoa, Cua Lo, Quy Chau, Nam Dan, Do Luong, Quy Hop, Thanh Chuong, Que Phong, Yen Thanh, Con Cuong and Vinh city.
Total number of sick cows: 1,231; number of dead cattle, forced to be destroyed: 60 cows and calves; weight: 9,923 kg.

+ Case 1: VDNC disease in buffaloes and cows has just been discovered in a small area;
+ Case 2: When VDNC disease in buffaloes and cows occurs widely.
Regarding solutions to handle situations, the plan provides specific solutions for situations such as: communication;vaccination, disinfection, monitoring; disinfection; disease monitoring; control, quarantine; safe livestock farming...
For the situation when Lumpy Skin Disease occurs in buffaloes and cows, there are 2 cases:
Case 1:When Lumpy Skin Disease in buffaloes and cows was first discovered in a small area (a small area is tentatively defined as 1 to 3 households and farms in 1 to 3 hamlets, villages, and hamlets of a commune-level administrative unit).
Conduct an urgent meeting of the Steering Committee for Disease Prevention at all levels: Content: deploy, synchronously and promptly implement urgent solutions to contain and control the VDNC epidemic.

Case 2:When lumpy skin disease in buffaloes and cows occurs on a large scale (a large scale is tentatively defined according to the level of spread of the epidemic, from the initial outbreaks that spread rapidly, occurring in many households, farms, and buffalo and cow breeding facilities in the entire commune, district or group of communes, groups of districts)
Organize the implementation of solutions as in case 1, in addition to implementing the following solutions:
The Chairman of the People's Committee of the district and commune where the epidemic is occurring shall allocate a part of the reserve fund to proactively prevent and control the epidemic, purchase vaccines, chemicals, and lime powder to disinfect the livestock environment, and urgently fight the epidemic; livestock farmers shall proactively spend money to buy vaccines and chemicals to prevent and control ASF.
Districts/communes with epidemics establish rapid response teams. The activities of rapid response teams are guided and supervised by the district-level epidemic prevention steering committee.

1. Provincial Steering Committee for Animal Disease Prevention and Control
The Provincial Steering Committee for Animal Disease Prevention and Control is the focal point for coordinating and directing emergency response activities throughout the province according to this Plan. Depending on the actual situation and developments of the epidemic, the Steering Committee will advise and propose to the Chairman of the Provincial People's Committee to direct departments, branches and localities to implement additional measures appropriate to the actual situation.
2. Department of Agriculture and Rural Development
- Take the lead in coordinating with relevant agencies and units to advise competent authorities to issue directive documents and policy mechanisms assigned by the Central Government or issued by localities related to the VDNC epidemic.
- Synthesize and appraise the budget prepared by the Department of Animal Husbandry and Veterinary Medicine to implement the plan. Direct the work of reporting on financial settlement to the Department of Finance to submit to the Ministry of Finance for financial support.
- Establish working groups to inspect, urge and direct districts, cities and towns to strictly implement epidemic prevention and control work; report to the Provincial People's Committee on the implementation situation in localities.
- Direct the Department of Animal Husbandry and Veterinary Medicine:
+ Coordinate with Departments, Branches, and localities: Closely monitor and synthesize the situation of livestock and poultry diseases in the province to promptly report and advise on appropriate and effective disease prevention; fully prepare vaccines, supplies, chemicals, etc., coordinate with localities to handle small-scale epidemics.

+ Direct the Northern Nghe An Animal Quarantine Station and the interdisciplinary mobile working group to strengthen inspection and control of trading, transportation, and slaughtering of animals and animal products and the organization and implementation of solutions locally.
+ Assign staff to go directly to localities to guide, direct and inspect epidemic prevention and control work.
+ Instructions for sample collection and preservation to send to the Veterinary Department of Region 3 (under the Department of Animal Health) or the Central Veterinary Diagnosis Center for testing to determine the circulation of VDNC in epidemic areas, threatened epidemic areas and high-risk areas to promptly detect and handle when the disease is detected.
+ Instructions for vaccination, handling post-vaccination reactions, treatment of secondary symptoms due to VDNC.
The Department of Finance, Department of Natural Resources and Environment, Department of Information and Communications, Provincial Police, Market Management Department, Provincial Border Guard Command, Customs Department and related sectors, according to their assigned functions, tasks and areas, proactively coordinate with specialized sectors and localities to monitor and direct the implementation of the Emergency Response Plan for ASF to ensure effectiveness.
