Nghe An: The implementation of economic goals is on the right track.

On the afternoon of December 7, the provincial People's Council delegates from the Vinh City constituency, the towns of Cua Lo, Thai Hoa, Hoang Mai and the districts of Hung Nguyen and Nam Dan discussed at Group 1. SOLVING EMPLOYMENT FOR WORKERS RIGHT IN THEIR HOMETOWN

At the discussion session, delegates agreed on the results of implementing the province's socio-economic development goals and targets in 2021, and at the same time discussed and emphasized some key issues that need attention in 2022.

Regarding the issue of socio-economic development, delegate Nguyen Duy Can, Vinh City constituency, suggested that it is necessary to continue to have solutions to remove difficulties and obstacles in production and business, creating the most favorable business environment.

Venerable Thich Tho Lac - Deputy Head of the Standing Committee of the Executive Committee of the Vietnam Buddhist Sangha of Nghe An province, delegate of the Provincial People's Council of Vinh City constituency, proposed measures to promote cultural heritage in the province; thereby, both promoting the value of heritage and developing tourism.

Comrade Le Van Luong - Secretary of the Provincial Youth Union, delegate of the Provincial People's Council, Thai Hoa town constituency emphasized the need for solutions to effectively solve employment for workers returning home due to the Covid-19 pandemic, avoid waste in labor use, and limit pressure on related social issues.

Sharing the same view, delegate Nguyen Thi Kim Chi - Member of the Provincial Party Standing Committee, Secretary of the Provincial Party Committee of the Provincial Agencies, delegate of the Provincial People's Council of the constituency of Cua Lo town expressed concern about the issue of job creation for workers right in their hometown Nghe An, because in the coming time, with the pace of economic development of the province, new opportunities are opening up and there is a need for labor force.

According to the female delegate, it is necessary to implement propaganda solutions well, but the way of doing it must be different, that is, to propagate to workers from within each family, clan, and community; to propagate through promoting the role of political and social organizations; in particular, the most effective propaganda solution is through practice through data evidence, labor demand from industrial parks, factories, and economic models in the province.

Also at the meeting, many delegates mentioned solutions to prevent and control the Covid-19 epidemic when implementing: "Safe and flexible adaptation, effective control of the Covid-19 epidemic"; reviewing and revoking slow-progressing projects; orienting agricultural production in outlying districts to serve the Vinh City market more effectively; resolving redundant staff; digital transformation towards digital economy, digital society, digital government;...

BASIS FOR 2022 GROWTH TARGETS

Speaking at the discussion session in Group 1, Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung analyzed more clearly the context and economic picture of the province during the year.

Accordingly, although the growth of gross regional domestic product (GRDP) was only 6.2%, not reaching the set target, in the difficult context, this result is considered positive when Nghe An's GRDP this year ranked 4th out of 14 provinces in the Central region, 3rd in the North Central region.

There are also bright spots in the structure of economic sectors, namely the agricultural sector increased by 5.59%; the industrial - construction sector is estimated at 13.59%, and industry alone increased by 18.79%, all exceeding the plan set at the beginning of the year.

In addition, the implementation of some other important targets also has many bright spots. In particular, this year's budget revenue is expected to reach 17,678 billion VND, but with the updated collection progress as of December 7 reaching 16,908 billion VND, the estimated revenue this year will reach over 18,000 billion VND.

Nghe An is also gradually emerging from the "lowland" of import and export when the total import and export turnover up to this point of the year has reached 3.07 billion USD (previous years had not reached 2 billion USD), of which, export alone reached 1.76 billion USD and with the current progress, the province's export this year is likely to reach 1.95 billion USD, exceeding the target of the whole term by 2025 to reach 1.765 billion USD.

The difficult context due to the impact of the Covid-19 pandemic has affected investment promotion, but this year, more than 28,000 billion VND has been registered to be "poured" into Nghe An with 106 new investment projects and 118 projects with increased capital, an increase of 41.3% in the number of projects and 2.92 times the registered investment capital, exceeding the set plan.

From the analysis associated with specific data, the Chairman of the Provincial People's Committee emphasized: In the midst of difficulties, from the above bright spots, we can believe that the implementation of economic development goals according to the Resolution of the 19th Provincial Party Congress is on the right track.

In 2021, the province also took advantage of the opportunity to make recommendations to the Politburo and the Government to submit to the National Assembly, and the National Assembly issued Resolution No. 36 on piloting a number of specific mechanisms and policies for the development of Nghe An province. This also left a very valuable lesson: the spirit of sticking to and being determined to achieve the goal.

From the perspective of the Provincial People's Committee, to achieve the above results, Comrade Nguyen Duc Trung emphasized the role of close leadership and direction, specifically of the Provincial Party Committee and the accompaniment of the People's Council to solve the problems, creating favorable conditions for the Provincial People's Committee in implementing the goals. "This is solidarity, unity, joint efforts, and consensus for the common goal, for development", the Chairman of the Provincial People's Committee concluded.

However, according to the head of the Provincial People's Committee, behind the achieved results, there are still shortcomings and limitations, both objective and subjective, due to the epidemic, but also subjective causes that need to continue to focus on resolving in the coming time.

Regarding the target of 8.5 - 9.5% growth in the province's gross domestic product in 2022 submitted to the Provincial People's Council, Chairman of the Provincial People's Committee Nguyen Duc Trung analyzed the bases for building the above target.

First of all, there is the positive impact of attracting investment, especially projects in the electronics sector. Along with that, the province has moved to the stage of "Safe and flexible adaptation, effective control of the Covid-19 epidemic".

On the other hand, in 2022, the province will implement a number of key public investment projects such as the coastal road with a total capital for the 2021-2025 period of 3,200 billion VND. In 2022 alone, the Central Government will allocate a capital plan of 1,000 billion VND, plus 450 billion VND of the province's counterpart capital.

Regarding the key tasks in 2022, the Chairman of the Provincial People's Committee said: The province focuses on early implementation and completion of the Nghe An Provincial Planning for the period 2021 - 2030, with a vision to 2050; immediately implement Resolution No. 36 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province. Currently, the Government is directing the Ministry of Justice to submit the Resolution to assign ministries and branches to implement and in December 2021, there will be instructions for the province to implement.

On the other hand, this year, the province will best prepare the conditions to summarize Resolution No. 26 of the Politburo in conjunction with researching and proposing additional specific mechanisms and policies for the province in the coming period.

Nghe An also focuses on removing bottlenecks in infrastructure, including two very important infrastructures: deep-water seaports and airports. The guiding viewpoint of the Provincial Party Committee Standing Committee is to use resources with focus and key points, especially focusing on disbursing public investment capital right from the beginning of the year.

In the context of limited resources and no driving force project, Comrade Nguyen Duc Trung emphasized the spirit of making efforts, joining forces, and working together to achieve the goals. With the above viewpoint, the Chairman of the Provincial People's Committee affirmed: "The Provincial People's Committee commits to continue to make the highest efforts to achieve the goals and targets assigned by the Provincial People's Council in 2022, as well as in the coming time".

Also at the group discussion session, comrade Nguyen Duc Trung clarified further solutions in preventing and fighting the Covid-19 epidemic; job creation and some other contents that delegates expressed their opinions./.
