(Baonghean.vn) - According to the draft Master Plan on the arrangement of commune-level administrative units in the period of 2019 - 2021, Nghe An identified 17 commune-level administrative units that do not meet 50% of the criteria for both area and population.

On the afternoon of May 20, at the regular meeting, the Provincial People's Committee listened to and commented on the draft Master Plan on the arrangement of commune-level administrative units in the period of 2019 - 2021.

According to the draft Master Plan on the arrangement of commune-level administrative units in the period of 2019 - 2021, Nghe An has 17 commune-level administrative units that do not meet 50% of the criteria for both area and population, including:

Muong Xen town (Ky Son district); Kim Son town (Que Phong district); Hoa Binh town (Tuong Duong district); Thanh Tuong commune (Thanh Chuong district); Dien Minh commune (Dien Chau district); Nghi Hop commune (Nghi Loc district).

Nam Thuong and Nam Phuc communes (Nam Dan district); Nghia Tan commune (Nghia Dan district); Nghia Hoa commune (Thai Hoa town). Hung Nguyen district has 7 communes: Hung Thang, Hung Tien, Hung Xa, Hung Nhan, Hung Phu, Hung Khanh and Hung Lam.

In addition, Que Phong district proposed to merge two communes, Que Son and Muong Noc. These are two communes with over 50% of the criteria for encouraged rearrangement in the period 2019 - 2021.

At the meeting, the leaders of the Department of Home Affairs presented a plan to merge commune-level administrative units that do not meet both criteria. In particular, Hoa Binh town (Tuong Duong) was proposed to follow the plan of not implementing the arrangement due to its geographical location, terrain divided by hills, rivers and streams and a long-standing historical tradition.

According to the roadmap, the Master Plan on the arrangement of commune-level administrative units in the period of 2019 - 2021, after being approved by the Provincial People's Committee and the Provincial Party Standing Committee, will be submitted to the Ministry of Home Affairs and the Government.

Then, hire consultants to develop a detailed project; consult with voters in hamlets of the communes to be merged; approve the project to merge commune-level administrative units with the People's Councils at the commune, district and provincial levels; submit the project to the Government for appraisal; and organize the implementation of the merger.

Concluding this content, Chairman of the Provincial People's Committee Thai Thanh Quy requested the Department of Home Affairs to establish an inspection and review team to finalize the number of commune-level administrative units that need to be merged. The Provincial People's Committee leaders will listen one more time before submitting to the Provincial Party Committee Standing Committee.

The overall plan for the arrangement of commune-level administrative units in the 2019-2021 period must also carefully prepare the contents on the nature, characteristics, people's thoughts, culture, traditions, history, religion, terrain; difficulties and challenges arising after the merger such as: staff, facilities, policies and regimes to submit to the Provincial Party Committee Standing Committee.

After the overall plan is approved by the Provincial Party Committee Standing Committee, the Provincial People's Committee leaders will work with the Ministry of Home Affairs on the overall plan for the arrangement of commune-level administrative units in the 2019-2021 period.
