Nghe An builds a serving, transparent, creative government that accompanies businesses

(Baonghean.vn) - Provincial Party Secretary Nguyen Dac Vinh affirmed that Nghe An will build an administrative system to serve the people, provide maximum support for businesses, create equality and publicize all planning for people and businesses to know, invest together, and develop together.

On August 5, at the Conference to meet and honor investors and typical enterprises of Nghe An province in 2016, Secretary of Nghe An Provincial Party Committee Nguyen Dac Vinh presented the concerns and orientations of Nghe An province with the hope that the team of entrepreneurs and enterprises will increasingly develop and contribute to the overall development of the province.

Why are Nghe An businesses not really strong?

Provincial Party Secretary Nguyen Dac Vinh affirmed the important role of the business sector in the development of Nghe An province, however, it must be seen that the development of Nghe An enterprises has not yet met the expectations of the province, the people and the enterprises themselves. Of the more than 15,200 registered enterprises, only about 9,000 are operating. The number of inactive enterprises is too large. Small and micro enterprises in Nghe An account for the majority; enterprises investing in production are not many, and there are no truly large enterprises.

“We also think that every business wants to develop and improve, but when a business has not yet developed, we must discuss, listen and solve it together,” Provincial Party Secretary Nguyen Dac Vinh discussed and frankly raised a number of questions for businesses to discuss, to find out why Nghe An businesses have not yet developed, such as: Is it because the state, the Party Committee and the authorities in Nghe An have not created favorable conditions?; What policies are still hindering businesses; has the state effectively supported businesses? What support, how?. What impact does Nghe An's geographical location, natural conditions and technical infrastructure have on the development of businesses...?.

The Provincial Party Secretary also suggested that businesses need to dissect, research and think for themselves. What is the business itself like, how does its management method and corporate governance thinking affect its development? Why do some large businesses from other places find success in Nghe An while local businesses have not been able to promote the province's potential and strengths, and have not been able to win at home?

Infrastructure development, public planning

In development thinking, the Prime Minister has repeatedly emphasized the building of a creative government; local authorities must create all conditions for businesses to develop. In recent times, Nghe An has paid attention to developing technical infrastructure for businesses to invest and produce; the province has had its comprehensive planning approved by the Government; has focused on building a detailed plan for Vinh - Cua Lo; planning for agricultural development, Western Nghe An, and in the near future, planning for Hoang Mai Town, Nam Dan, etc.

“From now on, I request the Provincial People's Committee and departments, especially the Department of Construction, to publicly disclose all these plans in a specific manner. We do not make plans for ourselves alone; the plan is to call on businesses and people to participate. If the plan is just in a drawer, it is not acceptable. I request the Chairman of the Provincial People's Committee to direct that in September, Nghe An will publicly disclose major plans in public places.”, Comrade Nguyen Dac Vinh directed and said that for a long time, we have only relied on planning for management but have not really considered planning as creating development; we have not yet aroused creation from here.

Building an administrative system to serve and accompany businesses

Accompanying the development of enterprises, Nghe An province has issued an action program to implement Resolution 35 of the Government on supporting enterprises. Nghe An commits that what has been issued in the action program will be implemented. The province also hopes that enterprises will accompany and support the province so that the province can find solutions to develop even stronger.
