Nghe An builds new rural areas in the direction of focusing on quality
Speaking at the conference, Vice Chairman of the Provincial People's Committee Nguyen Van De requested localities to resolutely implement the new rural construction program towards focusing on quality.
On the morning of June 24, the People's Committee of Nghe An province held a conference to review 3 years of implementing the National Target Program on New Rural Construction and the emulation movement "Nghe An joins hands to build new rural areas" for the period 2021 - 2023, and deploy the plan for 2024.
Comrade Nguyen Van De - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee, Deputy Head of the Provincial Steering Committee for National Target Programs chaired the conference. Mobilizing over 39 trillion VND to build new rural areas
After more than 3 years of implementation, with close attention and direction from the province to the Central Government, close coordination of all levels and sectors and active participation of all classes of people, the National Target Programnew rural constructionInitial important results have been achieved, The vitality and appearance of the countryside are increasingly prosperous, the economic and social infrastructure continues to be invested in, renovated, upgraded and renewed relatively synchronously. The countryside is gradually becoming "worth living countryside".

A report from the Department of Agriculture and Rural Development shows that in the 2021-2023 period, the whole province mobilized resources to implement the New Rural Development Program of over 39 trillion VND.
Of which, the State budget capital directly supporting the implementation of the Program accounts for 10.02%; Capital combined from programs and projects accounts for 8.5%; Credit capital accounts for 72.3%; Enterprise capital accounts for 3.98% and capital contributed by the people accounts for 5.2%.
The highlight of the 2021-2023 period is that the Provincial People's Committee has supported localities with more than 302,000 tons of cement, equivalent to more than 1,729km of new rural roads. The total number of kilometers of roads built and upgraded in the province since the program was implemented is 11,889 km, with a total cost of more than 14,646 billion VND.
Average income per capita in rural areas by the end of 2023 will reach about 40.5 million VND/year (an increase of 8.5 million VND/year compared to the end of 2020).

To date, Nghe An has had 567 OCOP products recognized as 3 stars or higher, including 37 products with 4 stars, 529 products with 3 stars and 1 product with 5 stars. Of which, from 2021 to 2023, there will be 483 more OCOP products, exceeding the target set by 2030 of having 200 products with 3 stars or higher. During this period, the whole province has 374 more new rural standard gardens.
The results show that from 2021 to 2023, the whole province has 39 more communes meeting new rural standards and 32 more villages and hamlets meeting new rural standards. Bringing the total number of new rural communes in the province to 319/411 communes. There are 81 communes meeting advanced new rural standards, bringing the total number of advanced new rural communes to 83 communes; 12 communes meeting model new rural standards. The average criteria for the whole province is 17 criteria/commune.
There are more districts that have met new rural standards: Quynh Luu, Do Luong, Dien Chau and Hung Nguyen district is completing procedures to submit for recognition.

At the conference, there were 7 presentations sharing experiences in the process of building a model new rural commune of Nghi Van commune (Nghi Loc), building a model rural commune with digital transformation of Long Thanh commune (Yen Thanh); experience in building a new rural village of Ba Cong village, Chau Hoan commune (Quy Chau); determination to reach the new rural finish line of Tho Son commune (Anh Son)...
By 2025, Nghe An aims to have at least 340 communes meeting new rural standards; at least 136 communes meeting advanced new rural standards; and at least 34 communes meeting model new rural standards. By 2025, 11 district-level units will meet new rural standards.
Go deep into quality
Speaking at the conference, Mr. Nguyen Van De - Vice Chairman of the Provincial People's Committee highly appreciated the efforts of all levels, sectors and localities in the past period to achieve encouraging results in implementing the National Target Program on New Rural Construction.

At the same time, the Vice Chairman of the Provincial People's Committee requested relevant sectors and local authorities to carefully evaluate the results achieved in the past 3 years.
In particular, focusing on analyzing and clarifying the positive and negative aspects, the shortcomings, limitations, difficulties, and obstacles that need to be overcome, the impact and influence of the program on the socio-economic development of each commune, district and the whole province, thereby drawing lessons.

The Vice Chairman of the Provincial People's Committee assigned provincial departments, branches and sectors to continue implementing the contents and tasks of the Program according to their assigned functions and tasks, closely following the above-mentioned key orientations; promptly guide and remove difficulties and obstacles in the implementation process to ensure suitability with actual conditions, speed up the progress and effectiveness of the program.
Research, review and perfect the system of support policies and mechanisms for new rural construction to promptly remove difficulties and obstacles for localities, ensuring suitability with actual conditions to accelerate the progress and effectiveness of the program.
Localities resolutely implement the overall program of new rural construction and specialized programs in new rural construction towards focusing on quality.
It is necessary to promote the role and significance of the program in developing organic agriculture, clean agriculture, tourism, environmental protection, preserving and promoting traditional cultural values of localities.
Strengthen guidance for people to develop OCOP products and start-ups in agriculture, so that people can promote their advantages and get rich on their own land.
On this occasion, the Provincial People's Committee awarded Certificates of Merit to 22 collectives and 35 individuals with outstanding achievements in the new rural construction movement, period 2021 - 2023.
