Nghe An province develops software to manage and monitor the progress of investment projects.
(Baonghean.vn) - To monitor the progress of investment projects in the province, based on a proposal from the Department of Planning and Investment, on August 20, 2022, the People's Committee of Nghe An province issued Document No. 6362/UBND-CN to provincial departments, agencies, the People's Committees of districts, cities, and towns, and relevant units to implement the development of software for managing and monitoring investment project progress.

In addition, the Department of Information and Communications, in coordination with the Department of Planning and Investment and Nghe An Telecommunications, will integrate, connect, and share data with other systems through the provincial-level data sharing platform; coordinate with news agencies and the press to promptly disseminate information about the software to businesses and citizens; thereby, monitoring and grasping information related to projects implemented in the area; and coordinate with the Department of Planning and Investment to evaluate projects based on the data updates on the software from various units.administrative reform indexof the units.
For Nghe An Telecommunications, as the unit authorized by the Vietnam Post and Telecommunications Group, it is responsible for ensuring human resources and technical infrastructure, supporting the Department of Planning and Investment, other departments, agencies, localities, and relevant organizations in initiating the user access control system according to functions and tasks; providing training and guidance on the use of the software to ensure its official operation, guaranteeing progress, quality, safety, and support for units during the usage process; and refining and perfecting the software to suit the approved requirements and actual management practices.
The remaining departments, agencies, and local People's Committees shall compile and report periodically (monthly, quarterly, annually, or on an ad hoc basis) to the Provincial People's Committee through the Department of Planning and Investment on the implementation and use of the software by their respective agencies and units.

To provide businesses and the public with a basis for monitoring, the Provincial People's Committee requests that departments, agencies, and localities regularly update the content on the software: Accordingly, if it is a project outside the economic zone or industrial park, thenDepartment of Planning and InvestmentThe Department of Planning and Investment is responsible for updating information and data on investment projects within its assigned functions and duties, such as information on investment projects and investors for projects that have received investment approval or investor approval; issuing investment certificates and investment registrations; agreements on project implementation guarantees, forms of project implementation guarantees, deposit amounts, and deposit times; updating the progress of investment projects approved and adjusted by the Provincial People's Committee through project inspections led by the Department of Planning and Investment; and other project information and violations by investors that fall under the responsibility of the Department of Planning and Investment.
Meanwhile, the Department of Construction, based on its assigned functions and tasks, updates the information and data of investment projects and investors for projects for which the Provincial People's Committee has issued a decision allowing site survey and selection; and for housing development projects whose investment policy was approved before the date of issuance.Investment Law of 2014; updating information on decisions approving and adjusting detailed construction planning according to regulations; documents appraising basic design; construction permits; updating the progress of investment projects approved and adjusted by the Provincial People's Committee through inspections chaired by the Department of Construction.
The Department of Natural Resources and Environment updates information on decisions approving environmental impact assessment reports, environmental protection plans, environmental permits; decisions on land allocation, land lease, and land use conversion; on-site land handover records; land lease contracts; land use right certificates; updates on the progress of investment projects approved by the Provincial People's Committee and adjustments made through inspections led by the department; and other information and violations by investors that fall under the responsibility of the Department of Natural Resources and Environment.
The remaining departments and agencies, and the People's Committees of districts, cities, and towns, will update the content according to their assigned functions and tasks, as well as the content, information, and violations of investors that fall under the responsibility of each department, agency, and locality.

For the People's Committees of districts, cities, and towns, the following information needs to be fully updated: They must coordinate with the Department of Planning and Investment and other relevant departments and investors to fully update project data within their jurisdiction; decisions related to land acquisition, the establishment of the Project Compensation and Resettlement Council; the progress of agreement, compensation, and resettlement for the project; and updates on on-site implementation progress every three months; and information and details of violations falling under the responsibility of the district-level People's Committees.

Departments, agencies, and local authorities, as well as relevant organizations, must complete updating the above content onto the software before October 5, 2022; any difficulties encountered during implementation should be promptly reported to the Department of Planning and Investment for compilation and submission to the Provincial People's Committee for consideration and guidance./.
