Nghe An builds additional 110KV transformer station to serve VSIP project
(Baonghean)- The station was built in Hung Chinh commune, Vinh city with an area of 6,800 square meters.
VSIP Nghe An Urban and Service Industrial Park (IP) is identified as one of the key areas to promote investment attraction and industrial production development. Currently, 12 enterprises have signed investment commitments in VSIP Nghe An IP with an area of 7.6 hectares of industrial land and 2,500m2ready-built factory, total registered capital expected to be over 420 billion VND.
However, currently, the site clearance work for this industrial park still has many problems.
Infrastructure deployment efforts
VSIP representative in Nghe An said: Currently, 8/11 registered projects have been granted investment certificates including: TDV Company, Nanoco, VN Post, Oxy Vinh, Cencom, ICEM, VNTT, Dat Tien with a total area of about 6.5 hectares, total investment capital of about 321 billion VND.
Phase 1A - VSIP Nghe An Industrial Park has leveled about 112 hectares of land, and is in the process of constructing 1 main road and 9 internal roads in the industrial park, wastewater drainage system, rainwater drainage system, water supply system, and lighting system along the above roads.
Currently, 1 main road and 3 internal roads have been basically completed; the remaining roads are expected to be completed by the end of January 2018.
In addition, VSIP Nghe An has also completed the construction of a number of works serving the activities of the Industrial Park including: Wastewater treatment plant, Fire protection station, Office, and pre-built factory.

Regarding the urban area, VSIP Nghe An has leveled about 26 hectares of urban, commercial and service land and is planning to build a Central Park and some internal roads in the closed urban area in the first development phase of the project. The total investment capital implemented up to this point is 264,116 billion VND.
Faced with difficulties in site clearance, the Provincial People's Committee assigned the Hung Nguyen District People's Committee to relocate 25/30 graves along National Highway 46B, 5 parish land plots and 4/10 residential land plots in Hung Nguyen town; clear the site of Mine Area 1C and hand over the site to VSIP before October 30, 2017; resolve difficulties at Mine Area 1E before October 20, 2017; and implement compensation for site clearance phase 1B according to the approved plan.
Mr. Ngo Phu Han - Chairman of Hung Nguyen District People's Committee said: Determining VSIP Nghe An Industrial, Urban and Service Park as a key project, when put into operation, it will change the face of Nghe An and Hung Nguyen District, so the entire political system of the district has been involved in the past 2 years and has achieved many important results, contributing to the construction progress of the 72m Vinh - Hung Tay road, Nguyen Van Be road, and the progress of VSIP Industrial Park.
Regarding the work assigned by the province, up to now, 3 of the 4 residential land lots have been cleared and handed over to VSIP, while the remaining 1 household (Mrs. Huyen) is still resisting, has not received the money and has not handed over the land to VSIP. The district has stepped in and the Department of Natural Resources and Environment has established an inspection team to re-verify the records of this family. Up to now, the team has worked with the People's Committee of Hung Nguyen district to verify the origin and records of Ms. Huyen's household.
Regarding the 30 graves along Highway 46B, up to now, 25 graves have been exhumed and the remaining 5 graves are in mourning so they have not been moved. Regarding the 5 agricultural plots of the parish (about 5,000m2) (subject to clearance for industrial parks), Hung Nguyen District People's Committee has worked but has not yet resolved. Hung Tay Commune Stadium must be relocated, Hung Nguyen District People's Committee has paid compensation for land acquisition to Hung Tay Commune People's Committee. On November 8, 2017, Hung Nguyen District People's Committee organized the handover of the stadium site to VSIP Nghe An Company Limited. However, when VSIP carried out leveling, people obstructed. Currently, Hung Nguyen District People's Committee is implementing the construction of a resettlement area to relocate 36 residential plots and hand over the site to VSIP.
In addition, the construction of the 110KV Hung Nguyen transformer station is still looking for a location. The 110KV Hung Nguyen transformer station was previously planned to be located close to the 72m resettlement area next to the VSIP Industrial, Urban and Service Zone Wastewater Treatment Plant.
However, the households of Hung Tay commune, Hung Nguyen district did not agree to the construction of Hung Nguyen 110KV Power Station at this location, so the site clearance for the construction of Hung Nguyen 110KV Transformer Station could not be implemented. Therefore, the Management Board of the Southeast Economic Zone coordinated with the Northern Power Corporation, Vinh City People's Committee, and Hung Nguyen District People's Committee to survey and find a new location to relocate Hung Nguyen 110KV Transformer Station in Hung Chinh commune, Vinh city.
Recently, the Provincial People's Committee issued Decision No. 5983/QD-UBND on allowing the survey and selection of a location to plan the construction of the 110KV Hung Nguyen Transformer Station in Hung Chinh commune, Vinh city with an area of 6,800 m2.

The Management Board of the Southeast Economic Zone has also promptly advised the Provincial People's Committee on its tasks, such as the issue of funding for Hung Nguyen and Vinh city, urging relevant agencies to perform assigned tasks; The Board has chaired and coordinated with the Provincial People's Committee Office, Hung Nguyen District People's Committee, Vinh City People's Committee, Hung Chinh Commune People's Committee and VSIP Nghe An Company Limited to organize a working session to urge the handling of existing problems in compensation and site clearance work.
