Nghe An: Ranked 27th out of 63 provinces and cities in terms of governance and public administration efficiency index
(Baonghean.vn) – That is the information announced by the policy consulting research team of the Ho Chi Minh National Academy of Politics during the working session between the Provincial People's Committee and the delegation on the morning of October 30. Comrade Le Xuan Dai - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired the meeting.
On the side of the Ho Chi Minh National Academy of Politics, there were representatives of leaders of some affiliated institutes including: Dr. Bui Phuong Dinh - Director of the Institute of Leadership and Public Policy; Dr. Le Van Chien - Deputy Director of the Institute of Leadership and Public Policy. Dr. Dang Anh Tuyet and Dr. Ha Viet Hung - Institute of Sociology; Ms. Do Thanh Huyen - Policy analyst of the United Nations Development Program.
On the side of Nghe An province, there were comrade Tran Van Mao - Standing member of the Provincial People's Council, Vietnam Fatherland Front Committee of Nghe An province, Provincial Party Committee's Mass Mobilization Committee and a number of departments, branches and localities in the province.

According to research by the Ho Chi Minh National Academy of Politics, the Provincial Governance and Public Administration Performance Index (PAPI) of Nghe An province in 2014 reached 36.6 points, ranking 27th out of 63 provinces and cities nationwide, up 10 places compared to 2013. However, if comparing this index with provinces in the North Central region, Nghe An only ranked 6th out of 6 provinces.
The PAPI index includes indicators according to 6 content axes. Accordingly, in 2014, compared with the North Central region, Nghe An ranked 3rd out of 6 provinces in the three content axes of "Publicity and Transparency"; "Accountability to the people" and "Public administrative procedures".
In the remaining 3 axes including: “Participation of people at the grassroots level”; “Control of corruption” and “Provision of public services”, Nghe An only ranked 6/6 provinces. Notably, the PAPI index score of Nghe An in 2014 for the axes of “Participation of people at the grassroots level”; “Control of corruption” and “Public administrative procedures” tended to decrease compared to 2013.

The PAPI Index is conducted based on a survey of people's opinions in the community to assess the performance of local government apparatus nationwide; from there, it provides policy recommendations to improve the performance of the government apparatus. The assessment has been carried out since 2011 with technical and financial support from the United Nations Development Program (UNDP).
Therefore, through Nghe An's PAPI index, the policy consulting research team of the Ho Chi Minh National Academy of Politics recommends that in the period of 2016-2020, the province should focus on administrative reform at the grassroots level, invest in equipment and facilities, and pay attention to training and coaching staff directly responsible for this work. In particular, the province should pay attention to soft skills such as: document processing, file reception skills... Annual training for civil servants of the "one-stop" office should emphasize the content of public service ethics, communication skills with the people;...

After listening to the opinions and assessments of a number of departments, branches, sectors and localities in the province on the results of the research group, Mr. Le Xuan Dai - Standing Vice Chairman of the Provincial People's Committee affirmed that Nghe An province is very interested in administrative procedure reform and has many solutions to improve the Provincial Competitiveness Index (PCI) and the Provincial Public Administration Performance Index (PAPI).
In order to improve the PAPI index of Nghe An province, the province will absorb all the reflections, survey data and recommendations of the delegation. On that basis, the province will have directions in administrative reform to improve in all areas to better serve the people.
