Nghe An: Punishing more than 7,100 cases of intentionally violating regulations on Covid-19 prevention and control

According to Report No. 678/BC-UBND dated November 16, 2021 of the People's Committee of Nghe An province on Covid-19 prevention and control in the province, in the direction and operation, based on the direction of the Politburo, the Secretariat, the Government, the Prime Minister, the National Steering Committee, Nghe An province has completed the Covid-19 Prevention and Control Steering Committee, the Secretaries of Party Committees at all levels to lead and direct; established the Covid-19 Prevention and Control Command Center from the provincial to the communal level.

In the spirit of strictly implementing the direction of the Government, the Prime Minister, the National Steering Committee, the Ministry of Health and central ministries and branches in the work of preventing and controlling the Covid-19 epidemic; The Provincial People's Committee issued Plan No. 598/KH-UBND dated October 21, 2021 on the implementation of "Safe and flexible adaptation, effective control of the Covid-19 epidemic" in Nghe An province and Decision No. 3869/QD-UBND on temporary regulations on a number of measures to prevent and control the Covid-19 epidemic to "Safe and flexible adaptation, effective control of the Covid-19 epidemic" for each epidemic level in Nghe An province.

At the same time, the province has drastically, synchronously and promptly implemented high-level epidemic prevention and control measures, strong solutions, and mobilized maximum forces, resources and means to control the epidemic. High-risk areas are focused on screening and isolating F0 from the community, and some areas even have to conduct up to 5 rounds of screening tests to isolate F0.

In health work, the province has effectively promoted community Covid teams and self-managed teams with the motto "going to every alley, knocking on every door, checking every subject" to check people returning from epidemic areas; Organizing rapid screening and tracing of cases in close contact with people infected or suspected of being infected with Covid-19. Currently, the whole province has 14,628 community Covid teams with over 70,000 participants.

Nghe An province has established a testing network with 9 laboratories using RT-PCR technology, with a capacity of over 40,000 samples/day (pooled samples of 10), with over 2,500 medical staff, capable of collecting more than 200,000 samples/day. The positive test rate among citizens returning from epidemic areas nationwide is 1.4%. Implementing Covid-19 vaccination according to the vaccine supply schedule of the Government and the Ministry of Health.

At its peak, the province established 7 treatment facilities (including 6 field hospitals) and is currently treating Covid-19 patients at 3 facilities (Nghe An General Hospital; Field Hospitals No. 3 and No. 8). Nghe An has developed a plan to receive and treat 10,000 patients, including 150 beds for treating severe and critical patients at 2 Intensive Care Centers.

Following the direction of the Government and the Prime Minister, Nghe An has strengthened and provided medical personnel to localities outside the province, with 320 medical officers and staff supporting epidemic prevention and control for other provinces and cities in 7 support rounds.

Regarding security and social order, thousands of cadres, soldiers and armed forces from the provincial to grassroots levels have been mobilized, chaired and coordinated with departments, branches and local authorities to promptly and effectively deploy tracing work, border security, ensure security and order in the community and concentrated quarantine facilities, blockaded areas, epidemic prevention and control checkpoints and home quarantine monitoring.

The provincial police have directed the establishment of 1 provincial police tracing team and 51 tracing teams at 51/51 police units and localities, mobilizing more than 1,500 officers and soldiers to closely coordinate with the health sector to conduct epidemiological investigations, verify, trace, quickly isolate and promptly detect Fl and F2 cases; coordinate to establish and maintain 9 provincial-level inter-sectoral control posts at the "gateway" areas in and out of the province, more than 1,100 inter-district and inter-commune epidemic prevention and control checkpoints...

In addition, the security and order situation at more than 1,100 centralized quarantine facilities, 7 field hospitals, 1 Covid-19 patient treatment area, and 5 vehicle gathering points for Covid-19 testing in the province are well ensured. Police units and localities have increased inspection, propaganda, reminders, and handling of violations related to Covid-19 prevention and control.

From January 1, 2021 to present, the police force at all levels has disseminated and reminded 14,600 cases of violations; administratively sanctioned 7,145 cases of intentional violations of regulations on Covid-19 prevention and control with a total amount of more than 11.66 billion VND; prosecuted and investigated 1 case, 1 defendant for the crime of resisting people on duty (F1 case in Dien Ky commune, Dien Chau district).

The report also said that the province has developed a Plan to implement support policies according to Resolution 68/NQ-CP dated July 1, 2021 of the Government and Decision No. 23/2021/QD-TTg of the Prime Minister. To date, all policies have been implemented.

Many lessons have been drawn from Nghe An province in the prevention and control of the Covid-19 epidemic. For example, unifying the leadership and direction mechanism throughout, closely coordinating between sectors and levels; the participation of the entire political system and people in epidemic prevention and control; effectively implementing the "4 on-site" motto, when there is no epidemic, be extremely vigilant, implement prevention and control measures, and always be ready for any epidemic situation; Maximizing the role of the people's strength; proactively understanding citizens in the area who are currently living and working in localities recording Covid-19 infections in the community; Closely monitoring and managing people from risk areas...

On that basis, the Provincial People's Committee has set out tasks, solutions and key points in the coming time, continuing to persevere in the direction and strategy of the Central Government, the Government, the National Steering Committee, and the Central ministries and branches in preventing and fighting the Covid-19 epidemic. Based on the actual epidemic situation, apply flexible implementation, safely adapt, and respond to the epidemic in the new situation, both ensuring good epidemic prevention and control and socio-economic development.
