Nghe An: Promoting investment in the form of public-private partnership (PPP)
(Baonghean.vn) - On December 9 in Vinh City, the Department of Planning and Investment organized a training conference on investment in the form of public-private partnership (PPP) for nearly 120 officials from the Provincial Party Committee Office, Office of the National Assembly Delegation and Provincial People's Council, Office of the Provincial People's Committee, Provincial Fatherland Front Committee; provincial departments and branches; Provincial State Treasury; People's Committees of districts, cities and towns and investors implementing projects in the form of public-private partnership (PPP) and a number of enterprises in the province.

In order to facilitate access and promote the form of investment under public-private partnership (PPP) in the province, the content of the training session was guided by leaders and officers of the Bidding Management Department - Ministry of Planning and Investment on the provisions of Decree No. 15/2015/ND-CP dated February 14, 2015 of the Government on investment under the form of public-private partnership; Decree No. 30/2015/ND-CP dated March 17, 2015 of the Government detailing a number of articles of the Law on Bidding on investor selection and related guiding documents.

In recent years, investment promotion in Nghe An has made many breakthroughs, becoming a real destination for domestic and foreign investors. PPP is one of the attractive investment forms that investors are interested in.
There are currently 19 investment projects in the province under the form of public-private partnership. Of these, 5 are under the form of build-operate-transfer (BOT); 14 are under the form of build-transfer (BT). 7 projects have been completed, and 12 projects are in the process of completing procedures. PPP projects in the province focus on the fields of transportation, domestic water and office buildings.

Currently in the province, many investment fields and projects are in need of investment, in the condition that the public investment budget is still very limited compared to the demand. Therefore, the province's policy is to prioritize investment in the form of public-private partnership (PPP).
By participating in the training course, trainees are equipped with knowledge about PPP and also discuss the problems that are still stuck in the process of organizing and implementing. At the same time, through the course, trainees will have a firm grasp of the regulations and procedures for investment project dossiers under PPP to apply to the specific conditions of their units and sectors to select and propose highly feasible projects, thereby attracting investors to invest in the province. Contributing to promoting investment activities in the form of public-private partnerships in the province to develop strongly and in the right direction in the following years.
