(Baonghean.vn) - Nghe An Provincial People's Committee requires units and enterprises located in the area to fully pay salaries and bonuses, and not to let the situation of unpaid salaries and bonuses of employees occur at the end of the year.

The People's Committee of Nghe An province has just issued a document on strengthening support and supervision of the implementation of laws on labor, wages, and labor relations in enterprises during the New Year and Lunar New Year 2023.

Accordingly, the Provincial People's Committee requests provincial departments, branches and sectors; People's Committees of districts, cities and towns, based on their functions and tasks, to strengthen propaganda, dissemination, guidance and implementation activities, correctly, fully and promptly, of regimes and policies for employees and employers according to the provisions of the Labor Code, Trade Union Law, Social Insurance Law, Labor Safety and Hygiene Law, Law on Support for Small and Medium Enterprises...; continue to synchronously, promptly and effectively implement plans and official dispatches previously issued by the Provincial People's Committee.

The Department of Labor, War Invalids and Social Affairs is assigned to preside over and coordinate with the Provincial Federation of Labor, the Provincial Social Insurance, the Management Board of the Southeast Economic Zone, the People's Committees of districts, cities, towns and units and enterprises to strengthen the grasp, support, promote and guide the implementation of policies on labor, employment, wages, bonuses, social insurance and welfare regimes. Especially in payment, there must be no arrears of wages and bonuses of employees in the month before Tet and to build harmonious, stable and progressive labor relations in enterprises; promptly and proactively resolve problems and conflicts arising in labor relations to limit labor disputes leading to strikes.

The Management Board of the Southeast Economic Zone is responsible for proactively grasping the situation and promptly resolving problems and conflicts arising in labor relations, limiting prolonged labor disputes leading to strikes in enterprises under its management, especially enterprises with a large number of employees and enterprises with foreign elements; coordinating with trade unions at the same level to protect the legitimate rights and interests of workers.

The Provincial People's Committee assigned the Provincial Police to preside over and coordinate with relevant agencies to regularly and proactively grasp the security and order situation at units and enterprises, especially enterprises with many workers and enterprises with foreign elements. At the same time, proactively deploy measures to prevent, detect, combat and stop signs of activities that collude, entice and incite workers to strike or stop work, causing complications in security and order in the area; support the resolution of labor disputes, collective work stoppages and strikes that do not follow the prescribed legal procedures.

The Provincial People's Committee requested the Provincial Federation of Labor to direct and guide grassroots trade unions to perform well the function of representing trade unions in dialogue, negotiation, and settlement of labor disputes, protecting the legitimate and legal rights and interests of workers in enterprises; regularly exchange and dialogue with workers, promptly grasp and forecast the ideological situation, orient public opinion, especially enterprises with a large number of workers to support and resolve arising conflicts in order to build harmonious, stable and progressive labor relations in enterprises; proactively coordinate with functional departments, branches and sectors; People's Committees of districts, cities and towns to support the settlement of labor disputes and strikes to ensure security, politics and social order in order to promptly bring production and business activities back to normal.

The Nghe An Provincial Association of Small and Medium Enterprises is responsible for directing its member organizations and mobilizing organizations representing employers in the province to comply with legal regulations; proactively dialogue and negotiate with employees and representatives of labor collectives to properly resolve issues arising in enterprises; grasp the production and business situation of enterprises, and make recommendations to State agencies to promptly remove difficulties and obstacles.

In addition, the Provincial People's Committee assigned the People's Committees of districts, cities and towns to strengthen supervision and guidance on the implementation of labor laws, wages, bonuses, welfare regimes and labor relations at enterprises; regularly monitor and promptly resolve problems and conflicts arising in labor relations, limit prolonged labor disputes leading to strikes, causing disorder and social insecurity; Proactively resolve labor disputes and strikes in the area (if any) according to their authority to bring production and business activities back to normal as soon as possible.

Meanwhile, units and enterprises in the province are required to properly implement the regimes and policies for employees according to the provisions of the labor law, wages, social insurance, agreements in labor contracts, collective labor agreements, regulations in the internal rules and regulations of the enterprise, pay attention to improving the material and spiritual life of employees, especially during the New Year and Lunar New Year of Quy Mao in 2023; pay full salaries and bonuses, avoid arrears of salaries and bonuses of employees, encourage employees to return to work after Tet, support employees in difficult circumstances to celebrate Tet. Build harmonious, stable and progressive labor relations in enterprises; prevent and minimize labor disputes and strikes, especially before, during and after Tet; Regularly hold dialogues to share information and enhance understanding between employers and employees to grasp the thoughts and aspirations of employees in order to promptly resolve and remove them; have plans to support job maintenance and limit job cuts for employees.
