On August 14, Nghe An Provincial People's Committee issued an official dispatch to departments, branches and sectors under the Provincial People's Committee to convey the direction of Vice Chairman of the Provincial People's Committee Bui Dinh Long.

Accordingly, departments, branches and sectors are assigned to make a list of at least 5% of cadres and civil servants in the payroll of agencies and units to mobilize, second, and reinforce communes with difficulties in staff arrangement, especially in the fields of land management, finance, environment, construction, information technology, and public administration centers. This list must be sent to the Department of Home Affairs before 10:00 a.m. on August 18, 2025 for synthesis.

The Provincial People's Committee assigned the Department of Home Affairs to coordinate and urge relevant agencies to compile the list as required and send it to the Provincial Party Committee's Organizing Committee before August 20, 2025; and at the same time report the synthesis results to the Provincial People's Committee.

The Department of Home Affairs is also assigned to coordinate with the Provincial Party Committee's Organizing Committee to review and implement procedures, issue decisions on transfer and reception according to assigned authority and decentralization; implement procedures, issue decisions on transfer and secondment of civil servants from provincial departments, branches and sectors to communes and wards; from one commune or ward to another; receive civil servants and other subjects according to regulations to work as civil servants in the commune-level government sector.

The above direction of the leaders of Nghe An Provincial People's Committee aims to implement the Conclusion of the Provincial Party Committee Standing Committee on continuing to improve, supplement, arrange and organize cadres, civil servants and public employees after the arrangement of commune-level administrative units and the direction of the Standing Committee of the Provincial People's Committee Party Committee.

Accordingly, in Conclusion No. 586-KL/TU, the Standing Committee of the Nghe An Provincial Party Committee assigned the Provincial Party Committee to lead the Provincial People's Committee to direct the departments, branches and sectors of the State sector to make a list of at least 5% of cadres and civil servants in the payroll of agencies and units to mobilize, second, and strengthen communes with difficulties in the work of arranging and assigning cadres, especially in the fields of land management, finance, environment, construction, information technology, and public administration centers. Report the list to the Standing Committee of the Provincial Party Committee through the Provincial Party Committee's Organization Board before August 20, 2025.

On that basis, the Party Committee Standing Committee issued Official Dispatch No. 808-CV/DU dated August 13, 2025, assigning the Provincial People's Committee to direct relevant agencies and units to implement.

The above move by the People's Committee of Nghe An province aims to continue to consolidate, supplement, arrange and reorganize cadres, civil servants and public employees after the reorganization of commune-level administrative units. Nghe An currently has 130 communes and wards, a decrease of 282 units compared to before the reorganization.
