Nghe An province has requested Hanoi Gemstone and Gold Company to provide documents related to the Chau Binh ruby-sapphire mine operation.
The Nghe An Department of Agriculture and Environment has recently issued a document requesting Hanoi Gemstone and Gold Joint Stock Company to provide all relevant documents and records related to the exploitation of the ruby-sapphire mine in the Doi Ty - Khe Met area, Chau Binh commune.
Accordingly, the Nghe An Department of Agriculture and Environment requires Hanoi Gemstone and Gold Joint Stock Company to seriously implement the additional penalties and remedial measures stipulated in Administrative Sanction Decision No. 54/QD-XPHC dated June 16, 2025, issued by the Chairman of the Nghe An Provincial People's Committee; and to promptly rectify the shortcomings and violations as per Notice No. 4833/SNNMT-KS dated July 2, 2025, from the Department of Agriculture and Environment and the Inspection Report dated April 18, 2025, from the Inter-agency Task Force under Decision No. 133/QD-SNNMT dated April 17, 2025.

The Nghe An Department of Agriculture and Environment confirmed that Hanoi Gemstone and Gold Joint Stock Company has been exploiting minerals at mining site No. 1 in the southern part of the mine area. According to the records and mineral exploration reports approved by the National Mineral Reserve Assessment Council, they have exploited approximately 60 meters into mineral body I from top to bottom (as stated in the exploration report). However, they have not declared and paid resource tax, environmental protection fees, and other related financial obligations.

Therefore, the Nghe An Department of Agriculture and Environment requests Hanoi Gemstone and Gold Joint Stock Company to review and compile all relevant geological and technical documents; prepare a current status map and cross-section drawings of the mining area up to the present time, clearly showing the boundaries of the mining pit, the basement line, and updated geological information as prescribed in Article 63 of the Law on Geology and Minerals and Articles 12, 13, and 14 of Circular No. 36/2025/TT-BNNMT.
Simultaneously, provide copies of the Register for Monitoring and Statistical Data on Raw Mineral Volume and the Register for Monitoring Mineral Content (according to Forms No. 03 and 04, Appendix IV of Circular No. 36/2025/TT-BNNMT) to the Vietnam Geological and Mineral Resources Department, the Nghe An Department of Agriculture and Environment, and the Chau Binh Commune People's Committee before February 1, 2026, for review.

The Nghe An Department of Agriculture and Environment requires Hanoi Gemstone and Gold Joint Stock Company to bear full legal responsibility for the accuracy of its reported data. If any fraudulent activity is detected in the declaration of production volume aimed at evading financial obligations, the Department of Agriculture and Environment, in coordination with relevant agencies, will recommend that the competent authority handle the matter according to regulations.
The Nghe An Department of Agriculture and Environment also requested the Chau Binh Commune People's Committee to strengthen inspection, supervision, and comprehensive implementation of the administrative penalty decision of the Chairman of the Nghe An Provincial People's Committee; and to strictly handle violations within its jurisdiction if Hanoi Gemstone and Gold Joint Stock Company deliberately fails to rectify the situation within the prescribed time.

Previously, the Vietnam Geological and Mineral Resources Department requested the Nghe An Department of Agriculture and Environment to conduct a field inspection to determine the volume of excavated soil and rock; and to consider maintaining the current state of areas showing signs of geological discrepancies for comparison purposes.
