Nghe An: Request to review individuals and organizations related to 35 public investment projects with slow disbursement

It is known that currently many units are focusing highly on disbursement work.

According to the leader of Nghe An Department of Transport, the coastal road project from Nghi Son Thanh Hoa to Cua Lo Nghe An (Km7-Km 76), the reason for not fully disbursing the central capital (450 billion VND) is because the public investment plan was only assigned in September 2021.

After the project is funded, the competent authorities will approve the related procedures, on that basis the investor can carry out the next steps such as organizing the selection of a contractor to design the construction drawings, making a bidding plan, selecting a construction contractor... The time to carry out the above steps takes about 4-5 months. The investor is determined to resolve the procedures in a shorter time than prescribed (165/395 days) but still cannot keep up with the schedule.

Main traffic project along the center of Quan Hanh town, Nghi Loc district, total investment of 135,106 million VND. Disbursed in 2021: 18,530 billion VND/18,998 billion VND of KHV, reaching 98%. Remaining undisbursed capital: 468 million VND.

Objectively, the project implementation encountered difficulties.GPMB workInvolving all parishioners, the project affects 19 residential plots but has not been approved for resettlement, so the site clearance work has not been completed yet. On the other hand, during the construction process, the rainy weather was unfavorable, the epidemic lasted for a long time, so the progress was slow. The district has sent a document requesting resettlement policies for households whose residential land is affected by the project, but it has not been approved yet.

Subjectively, the leaders of the project management board and the technical staff directly in charge, although focused, have not been determined to urge the contractor and have not had timely solutions to handle problems during the project implementation process.

Regarding the resettlement project for households living near the Nghi Yen Commune Solid Waste Treatment Complex, Nghi Loc District, Mr. Le Van Duc - Director of Nghi Loc District Project Management Board said: The project has some items that cannot be constructed, specifically: The clean water supply system item and each plot of land is arranged with a well drilled 20-30m deep with a unit price of 6,092,625 VND/well, however, in reality, this area must be drilled at a depth of 70m - 90m to have water with the budget that has been implemented to support households when implementing D4 road near the project area is 28 million VND/well. On the other hand, when households have not moved in, it is impossible to determine the location to drill the well, this issue the District People's Committee has issued a document requesting to transfer the well drilling budget to cash support but was not approved.

Faced with the above situation, Permanent Vice Chairman of the Provincial People's Committee Le Hong Vinh requested Directors of departments, branches and sectors; Chairmen of People's Committees of districts, cities and towns; Directors of Project Management Boards;investors of the projectsIn case of not fully disbursing the assigned capital plan (projects with undisbursed capital of over 300 million VND), report to clarify the objective and subjective reasons for not fully disbursing the assigned capital plan; organize review and strictly handle organizations and individuals related to the delay in disbursing capital for projects.
