Nghe An requests urgent solutions to check IUU fishing activities

(Baonghean.vn) - Faced with the complicated developments of illegal and unreported seafood exploitation, the People's Committee of Nghe An province has just issued Directive No. 07/CT-UBND dated March 21, 2024 to remind and urge.

Accordingly, Directive No. 07/CT-UBND ofChairman of the Provincial People's CommitteeOver the past time, in order to end IUU fishing, although the authorities and localities have made efforts to implement and achieved certain results.

However, the inspection by the Ministry of Agriculture and Rural Development on January 11, 2024 showed that there are still many shortcomings and limitations that have not been overcome, especially the situation where the number of fishing vessels losing connection to VMS journey monitoring is still relatively large, occurring frequently but the handling results are very limited; the activities of inspecting and controlling fishing vessels, monitoring output at fishing ports still reveal many limitations, the rate of monitored exploited aquatic products is low; the quality of logging is not guaranteed according to regulations; there are still many fishing vessels marked and registered numbers not according to regulations...

To overcome the above-mentioned shortcomings and limitations, and at the same time strictly implement the directions of the Central and the province, we are determined to join the whole country.remove yellow card from European CommissionRegarding fisheries, the Chairman of the Provincial People's Committee requested the Heads of relevant departments and branches, Chairmen of People's Committees of coastal districts and towns to uphold their responsibilities as leaders, focus on directing and implementing urgent and key tasks and solutions to combat IUU fishing, specifically as follows:

+People's Committees of coastal districts and towns:Thoroughly grasp and enhance the sense of responsibility of cadres and civil servants, especially heads of functional branches at the grassroots level, in performing the task of combating IUU fishing; link the responsibility of heads of Party committees, authorities at all levels and functional forces with the results of combating IUU fishing; focus on leadership, direction and arrangement of human resources to preside over and coordinate with Border Guard Stations and Stations along the sea line to urgently review records and issue Decisions to decisively sanction violations that are still within the time limit and statute of limitations, especially fishing vessels violating VMS from the beginning of 2023 to January 24, 2024.

Assign the People's Committees of coastal districts and towns to receive administrative violation handling records of the Inter-sectoral Working Group, the Inter-sectoral Inspection Team against IUU fishing, and the Coastal Border Guard Station to appraise and issue sanction decisions; make a specific list and have a plan to closely manage and monitor groups of vessels at high risk of violating IUU fishing, especially the "3 no" group of vessels, vessels not yet installed with VMS, vessels lying on shore... Direct the People's Committees of communes and wards to request purchasing establishments to monitor and record the volume of aquatic products purchased from fishing vessels at fishing wharves and private fishing ports, and periodically report to the People's Committees of wards/communes on the 10th of each month.

+Department of Agriculture and Rural Development: Strictly implement information exchange between provinces and functional forces according to Directive No. 18/CT-TTg dated June 24, 2021 of the Prime Minister on coordination regulations; regularly review and count all fishing vessels in the area, ensure a firm grasp of the current situation, strictly implement fishing vessel management according to regulations; directDepartment of Fisheries and Fisheries Control, The Fishing Port Management Board and the Interdisciplinary Working Group work directly with districts and towns with "3 no" fishing vessels and inspect and examine fisheries at ports.

+Provincial Border Guard Command: Direct the Coast Guard Stations and Border Guard Stations to strengthen management, inspection and control of people and fishing vessels before entering and leaving ports and when operating at sea; ensure 100% control of fishing vessels passing through Border Guard Control Stations according to regulations; launch peak periods of law enforcement in patrolling, inspecting and controlling fishing vessels operating at sea, fishing vessels entering and leaving ports and spontaneous ports. Review, inspect and thoroughly handle fishing vessels marked and registered without regulations...
