The new decree facilitates the development of the Internet.
Deputy Minister of Information and Communications Le Nam Thang affirmed that the issuance of Decree No. 72/ND-CP will create conditions for the sustainable development of telecommunications and the Internet.

At a press conference on the afternoon of July 31st, Deputy Minister Le Nam Thang stated that the goal of Decree 72/ND-CP is to create a transparent and open legal framework to help the Internet in Vietnam develop. Decree 72 supplements and refines regulations on the management, provision, and use of services and information on the Internet, aiming to promote competition, create a fair and transparent business environment for enterprises, and reform administrative procedures based on clearly defining responsibilities and coordination mechanisms of ministries, sectors, and localities in Internet management…
In addition, the Decree also stipulates strengthening the management of online video games, managing information security and data safety, online content, and perfecting the legal framework for resolving domain name disputes.
In fact, the drafting of Decree 72 was based on the development and management of the Internet in Vietnam over the past period, drawing lessons from it. In addition, the Decree also updates international treaties that Vietnam has signed and participated in, especially those within the World Trade Organization (WTO), and bilateral and multilateral agreements, to ensure it is both suitable for Vietnam and meets international practices.
Responding to a question about licensing social media platforms, Deputy Minister Le Nam Thang stated that this licensing only applies to businesses established under Vietnamese law, and not to businesses providing cross-border services.
Regarding Decree 72's provision of cross-border information services, Deputy Minister Le Nam Thang stated that the Government has assigned the Ministry of Information and Communications to develop a Circular guiding the provision of cross-border services, based on the principles of compliance with the Decree, the Telecommunications Law, and international treaties to which Vietnam is a party, as well as referencing regulations of other countries on this matter.
Currently, this Circular is being reviewed by relevant units and will then be posted online to solicit feedback from citizens, organizations, businesses, etc.
