New Decree Facilitates Internet Development
Deputy Minister of Information and Communications Le Nam Thang affirmed that the promulgation of Decree No. 72/ND-CP will create conditions for sustainable development of telecommunications and the Internet.

At the press conference on the afternoon of July 31, Deputy Minister Le Nam Thang said that the goal of Decree 72/ND-CP is to create a public and transparent legal corridor to help develop Vietnam's Internet. Decree 72 supplements and completes regulations on management, provision and use of services and information on the Internet in the direction of promoting competition, creating a fair and transparent business environment for enterprises, reforming administrative procedures on the basis of clearly defining the responsibilities and coordination mechanisms of ministries, branches and localities in Internet management...
In addition, the Decree also stipulates the strengthening of management of online electronic games, management of information security and information safety, online information content, and the completion of the legal framework for resolving domain name disputes.
In fact, the development of Decree 72 was based on the situation of Internet development and management in Vietnam in the past to draw lessons from. In addition, the Decree also updates international treaties that Vietnam has signed and participated in, especially the contents of the World Trade Organization (WTO), bilateral and multilateral agreements to ensure that it is suitable for Vietnam and meets international practices.
Responding to a question about licensing social networks, Deputy Minister Le Nam Thang said that this licensing only applies to businesses established under Vietnamese law, not businesses providing cross-border services.
Regarding Decree 72 also stipulating the provision of cross-border information, Deputy Minister Le Nam Thang said that the Government has assigned the Ministry of Information and Communications to develop a Circular guiding the contents of cross-border service provision on the principle of complying with the Decree, the Law on Telecommunications and international treaties to which Vietnam is a party as well as referring to the regulations of other countries on this issue.
Currently, this Circular is being consulted with relevant units and will then be posted online to collect opinions from people, organizations, businesses.../.
