Nghi Loc speeds up site clearance for phase 2 of WHA Industrial Zone project
(Baonghean.vn) - The success of phase 1 of the WHA Industrial Zone 1 Nghe An project (construction and business of industrial park infrastructure) is an important driving force for WHA Group to continue implementing phase 2 in Nghi Loc district.
With the attention and determination of the Provincial People's Committee, provincial departments, Nghi Loc district and communes in the project area, favorable conditions have been created for investors to implement phase 2 on schedule.

The WHA Industrial Zone 1 Nghe An project was approved by the Prime Minister in Decision No. 681/QD-TTg dated May 22, 2017, and adjusted in Decision No. 360/QD-TTg dated March 15, 2021. Accordingly, the total planning area is 498 hectares and the goal is to build and operate industrial park infrastructure; in which: Phase 1 implements 143.5 hectares (in 2 communes of Nghi Long and Nghi Thuan), Phase 2 implements 354.5 hectares (in 2 communes of Nghi Hung and Nghi Dong). Up to now, Phase 1 has attracted many secondary projects and the total registered capital is hundreds of millions of USD with an occupancy rate of over 90%.

To facilitate WHA Group to continue implementing phase 2 of the project in Nghe An, the Provincial People's Committee promptly directed Nghi Loc district to coordinate with relevant sectors to focus on accelerating site clearance (GPMB), and at the same time, the Provincial People's Committee established a Steering Committee and a Working Group to assist in resolving issues related to the project.
Along with that, Nghi Loc District Party Committee established a Steering Committee to resolve issues related to the second phase of site clearance and Nghi Loc District People's Committee established a Compensation, Support and Resettlement Council. Following the district's direction, Nghi Hung and Nghi Dong communes established a Commune-level Steering Committee and a Professional Team to implement the project's compensation and site clearance work.
With the support of relevant levels and sectors and the active participation of the Steering Committee from district to commune, compensation work for site clearance in Nghi Loc was implemented quickly, ensuring proper procedures.

Mr. Phung Ngoc Tu - Deputy Head of the Department of Natural Resources and Environment of Nghi Loc District People's Committee said: "The implementation steps were carried out in accordance with regulations. Right from the project planning, all levels and sectors paid attention to organizing meetings to collect people's opinions. After being approved by the Provincial People's Committee, the planning was announced in 2 forms: Organizing a conference to announce the planning at the halls of the People's Committees of communes, cultural houses of 13 hamlets with affected agricultural households; Printing billboards with project planning drawings to arrange at the project site, the halls of the People's Committees of communes and cultural houses of 13 hamlets. At the same time, the district organized meetings with people to disseminate the State's policies when implementing compensation and site clearance work; organizing declarations, preparing documents and mobilizing people to sign documents".
Quickly implement compensation and site clearance work
The compensation work for the second phase of the WHA Industrial Zone 1 project has been implemented by Nghi Loc district since November 2021. In the past time, the project's Compensation, Support and Resettlement Council of the district has organized 15 meetings to disseminate policies to affected households, including 2 meetings at the halls of the People's Committees of Nghi Hung and Nghi Dong communes; organized 13 meetings at the cultural houses of 13 hamlets with agricultural households. The advisory team assisting the project's Compensation, Support and Resettlement Council has coordinated with the professional teams of the communes and the Front working committees of the hamlets to review the origin of the land, land compensation conditions, number of households, and affected population to declare and prepare records; notify households to go directly to the cultural house to review and sign records...
By doing so in a specific and practical way, the majority of people agreed and supported the district in compensation and site clearance work, typically in hamlet 1, Nghi Dong commune (with 113 households being compensated on an area of 23.2 hectares) and hamlet 2, Nghi Hung commune (with 219 households on an area of 27.2 hectares). Receiving consensus and support from the people and the active participation of all levels and sectors has helped Nghi Loc district quickly carry out compensation and site clearance work in phase 2 of the WHA Industrial Zone 1 project. In particular, during the implementation process, Nghi Loc district has closely coordinated with the investor, WHA Industrial Zone Nghe An Joint Stock Company, to identify the key area (with a total area of 156 hectares) that needs to be prioritized for site handover, attracting large investors and customers to the industrial park.
By the end of 2022 (for agricultural land), 1,744/1,979 households had signed the documents, reaching 97% of the households; the area completed for land acquisition and handover to the investor was 324.53 hectares (reaching 91.5% of the project area), reaching 162.26% of the 2022 plan proposed by WHA. And as of May 2023, only 22 households had not signed (accounting for 1.2% of households) with the remaining area of nearly 6.01 hectares not yet completed for land acquisition and handover (accounting for 1.7% of the total project area). For tombs, 1,072/1,095 tombs have been relocated (reaching 97.9%), and 23 tombs have received money from the clans and are waiting to be relocated.
With the determination to complete the site clearance work and hand it over to investors as soon as possible, Nghi Loc district is currently focusing on resolving and completing the relocation of the mausoleums before June 30, 2023, and at the same time setting a goal of completing the compensation work for site clearance phase 2 before October 31, 2023. Nghi Loc is a locality with many key and important projects and in the coming years, the district still has many projects that need to implement compensation and site clearance work such as Zone A, Nam Cam Industrial Park, phase 3, 4 of the WHA Industrial Zone 1 Nghe An project, N4 road... Therefore, during the implementation process, the district needs to receive attention from relevant levels and sectors, promptly resolving difficulties such as allowing the establishment of a Land Fund Development Center - a specialized agency for implementation; resolving land records, policies and mechanisms...
