Resolution of the Politburo on streamlining staff

The Politburo has just issued Resolution 39-NQ/TW on streamlining staff and restructuring the team of cadres, civil servants and public employees, which sets out four tasks and solutions.

Regarding the organizational structure, the Politburo directed that, for the time being, the current organization should be maintained. Intermediate organizations should not be established; new organizations should only be established in exceptional cases where it is truly necessary due to practical requirements.

Regarding streamlining the payroll, the Politburo directed to persistently implement the policy of streamlining the payroll of cadres, civil servants, and public employees, ensuring that the total payroll of the entire political system does not increase.

In case a new organization must be established or a new task assigned, the agencies, organizations and units shall balance and adjust within the total existing payroll.

Maintain the staffing of social and socio-professional organizations stable until the end of 2016. From 2017, implement contracts or provide financial support to carry out tasks assigned by the Party and State.

The Politburo requires that each agency, organization, unit of the Party, the State, socio-political organizations, and public service units must develop a plan to streamline the payroll for 7 years (2015 - 2021) and submit it to the competent authority for approval each year for implementation. In particular, the rate of streamlining the payroll by 2021 must be determined to be at least 10% of the payroll of ministries, departments, branches, socio-political organizations, provinces, and centrally-run cities.

Agencies, organizations and units shall only recruit new cadres, civil servants and public employees not exceeding 50% of the number of cadres, civil servants and public employees who have undergone staff streamlining and not exceeding 50% of the number of cadres, civil servants and public employees who have resolved retirement or termination of employment according to regulations./.
