Resolution of the Politburo on downsizing the workforce.

The Politburo has just issued Resolution 39-NQ/TW on streamlining the workforce and restructuring the staff of cadres, civil servants, and public employees, which outlines four tasks and solutions.

Regarding organizational structure, the Politburo directed that, for the time being, the current organizational structure should be maintained. No intermediate organizations should be established; new organizations should only be created in exceptional cases where it is truly necessary due to practical requirements.

Regarding personnel reduction, the Politburo directed the persistent implementation of the policy of reducing the number of cadres, civil servants, and public employees, ensuring that the total number of personnel in the entire political system does not increase.

In cases where a new organization needs to be established or new tasks are assigned, the relevant agencies, organizations, and units shall balance and adjust their existing staffing levels accordingly.

Maintain stable staffing levels for social and socio-professional organizations until the end of 2016. From 2017 onwards, implement a system of contracting out or providing financial support to carry out tasks assigned by the Party and the State.

The Politburo requires that each agency, organization, and unit of the Party, State, socio-political organizations, and public service units must develop a plan for downsizing the workforce over a 7-year period (2015-2021) and submit it annually to the competent authority for approval and implementation. This plan must specify a minimum workforce reduction rate of 10% by 2021 for ministries, departments, socio-political organizations, provinces, and centrally-administered cities.

Agencies, organizations, and units may only recruit new officials, civil servants, and public employees in numbers not exceeding 50% of the number of officials, civil servants, and public employees whose positions have been streamlined and not exceeding 50% of the number of officials, civil servants, and public employees who have retired or resigned according to regulations.
