InResolutionAt the regular Government meeting in May 2015, the Government requested ministries, sectors, and localities to focus on accelerating the implementation of the overall economic restructuring plan; proactively implement comprehensive solutions to overcome difficulties, support business development, and create momentum to enhance the competitiveness of the economy; and promote administrative reform... in order to strive for the highest possible results in achieving the set goals and tasks.

Maintain a stable monetary policy.

In the Resolution, the Government requested the State Bank of Vietnam to closely monitor the market to manage monetary policy in a way that stabilizes the exchange rate and the foreign exchange market, contributing to macroeconomic stability; ensuring the safety of the entire system's operations to support the restructuring and handling of bad debts of credit institutions; and directing credit institutions to focus on comprehensively consolidating and rectifying their financial and corporate governance to enhance their competitiveness.

The Ministry of Planning and Investment, in coordination with other ministries, agencies, and localities, is actively implementing solutions to diversify forms of investment capital mobilization; promoting cooperation in the form of public-private partnerships (PPP) and other forms of investment that do not use state budget funds for socio-economic development.

The Ministry of Finance, in coordination with other ministries, agencies, and localities, will strengthen discipline and order in financial and budgetary management, strive to increase revenue, and at the same time strictly control the state budget deficit; ensuring public debt remains within permissible limits.

Stimulating the production and consumption of domestic products.

The government also requested the Ministry of Industry and Trade to actively explore and expand markets, promptly provide market information to guide production and business, and promote exports; to implement appropriate solutions to limit the import of non-essential consumer goods and domestically produced goods to stimulate domestic production and consumption. It also called for the development of a domestic agricultural product procurement and distribution system; research into solutions to support the consumption of agricultural products; and the opening of border gates and checkpoints to support exports.

The Ministry of Agriculture and Rural Development, in coordination with localities, effectively implements the agricultural sector restructuring plan aimed at increasing added value and promoting the application of technology in agricultural production and processing; proposes policies to encourage businesses to invest in large-scale agricultural production and promote effective linkages between agricultural production and processing and consumption of products domestically and for export; researches innovative solutions to form cooperative economic models and new types of cooperatives in agricultural production to be compatible with the conditions of large-scale commodity production and international integration; and coordinates with localities and relevant ministries and sectors to strengthen guidance on drought prevention and control, forest protection, and forest fire prevention and control.

Proactive disease prevention and control

In addition, the Ministry of Health is focusing on directing preventive health facilities to proactively prevent and control summer diseases; continuing to promote solutions to reduce hospital overcrowding; improving medical ethics and the spirit and attitude of serving patients; and improving the quality of medical examination and treatment services.

The Ministry of Labour, Invalids and Social Affairs continues to effectively implement social security and welfare policies, especially for the poor and ethnic minorities; and promotes the effective implementation of employment policies, especially for rural workers and recent graduates.

The Ministry of Education and Training and the People's Committees of provinces and cities should strengthen coordination in directing and supervising the preparation work to ensure the national high school graduation examination is conducted seriously and honestly, creating favorable conditions for candidates, especially those taking the exam at examination centers chaired by local authorities. Particular attention should be paid to supporting transportation and accommodation for candidates from mountainous and remote areas who have to travel long distances.

The Ministry of Transport, in coordination with the Ministry of Public Security, other ministries, agencies, and localities, is strengthening efforts to ensure traffic safety and control vehicle load limits.

The government also requested the Ministry of National Defence, the Ministry of Public Security, and the Ministry of Foreign Affairs to proactively and closely coordinate in monitoring and understanding all developments, while also leveraging the support of the international community, and to have plans to promptly combat, oppose, and prevent any emerging situations related to national defence and security, firmly protecting the sacred sovereignty of the Fatherland's seas and islands.

Organize the citizen reception process effectively.

The Government Inspectorate, in coordination with agencies of the National Assembly, the Ministry of Public Security, and relevant ministries, agencies, and localities, will organize the work of receiving citizens and handling complaints effectively, especially during the 9th session of the 13th National Assembly and Party Congresses at all levels; and will coordinate with the Ministry of Natural Resources and Environment and relevant agencies to inspect and urge localities to focus on resolving definitively complex and large-scale complaints and denunciations related to land and environmental pollution.

In addition, the Ministry of Information and Communications must actively direct the timely, complete, and objective dissemination of information, creating social consensus on reports, explanations, and recommendations from the Government and its members regarding issues of concern to National Assembly deputies and voters at the 9th session of the 13th National Assembly...

Supporting the development of aquaculture.

To continue the effective implementation of Decree No.Decree No. 67/2014/ND-CPIn the near future, the Government unanimously agrees to allow organizations and individuals to build new or upgrade offshore fishing logistics service vessels using new materials with a total main engine power of 400CV or more, to benefit from the mechanisms and policies of Decree No. 67/2014/ND-CP; and to support the design costs of wooden-hulled vessels and vessels made of new materials.

At the same time, the Government also allowed the extension of the loan term for interest rate support for the construction of new steel-hulled and new material-hulled vessels, and the piloting of a one-time post-investment support mechanism; and allowed the use of used marine engines (old marine engines) for the upgrading of fishing vessels.
