Thinking about a Constructive Government

To promote the role of a creative government, the key is still personnel work. Every state needs talented people to serve, and a creative and developing state needs them even more.

Clearly define a creative government

Since the new Government was launched, the term “developmental government” has been considered as a motto for action and through the practical activities of the Government, the development role has been shaped. The terms “developmental government” and “developmental state” were first introduced by researcher Chalmers Johnson in the 1980s when he studied the miraculous development of Japan.

He realized that there are three models of government: regulatory government (governments of countries following the free market model); bureaucratic centralized planning government (governments of countries that deny the role of the market) and developmental government (governments of countries that value the role of the market, but do not absolutize this role, but actively intervene to orient the market). It can be said that developmental government lies in the middle of the two models of regulatory government and bureaucratic centralized planning government.

In fact, we have not yet formed a clear and coherent conceptual framework for a developmental government. However, since the start of the renovation (1986), we have been operating the government according to the developmental model. Specifically, we always propose a socio-economic development plan for the country; we actively apply the laws of the market economy, but at the same time actively intervene in the market to stabilize the macro-economy, promote development goals such as industrialization, hunger eradication and poverty reduction, etc.

To create development, policies and institutions play a very important role. Without proper resource allocation policies, development cannot be created; without institutions that guarantee freedom of business, freedom of property, freedom of contract, etc., it is difficult to create development; without institutions that promote competition, development cannot be promoted; without a professional and effective public service to provide high-quality public services to the people, development cannot be created.

The key is personnel work.

For a State to develop well, the most important thing is still personnel work. This is the stage that requires breakthrough solutions to create the basis for other successes. Every State needs talented people to serve, but a State that creates development needs even more talented people. Without talented people, how can we plan development policies with the right vision in the process of globalization and the industrial revolution? Without talented people, how can we know how to effectively apply the laws of the market? Without talented people, how can we know how to influence the market to promote the realization of development goals? Without talented people, how can we provide quality and cheap public services to the people?...

To have talented people, personnel work needs to be reformed. We need to divide human resources in the public sector into two categories: those with political talent (politicians) and those with administrative and public service talent (civil servants). To have talented politicians, we need to build a system of election within the Party. Elections will help talented people to emerge and be elected. To have talented civil servants, we must select through a serious and objective examination system. Those with better expertise will have higher scores. Those with higher scores will be selected. The important issue here is not to let the examination process be manipulated, turned into a way to legitimize the buying and selling of titles and the recruitment of relatives./.
