Nghia Dan has not included Sao River in the water intake planning area.

(Baonghean.vn) - On October 6, a working delegation of the Provincial People's Committee and representatives of a number of provincial departments and agencies had a working session with TH Milk Food Joint Stock Company and Nghia Dan water plant to resolve problems related to the use of Sao River lake water for the operation of Nghia Dan water plant.

According to the environmental impact assessment report of the investment project to build a concentrated dairy farm of TH Milk Food Joint Stock Company, approved by the People's Committee of Nghe An province in Decision 655/QD-UBND. DC, dated March 10, 2011; which allows investment in the construction of a wastewater treatment system meeting QCVN 24.2009, column B.

On January 3, 2013, the Department of Natural Resources and Environment of the province issued a license to discharge wastewater into water sources No. 01 for cluster No. 1 of TH Milk Food Joint Stock Company with a flow rate of 726.88m3, for a period of 5 years; in which the wastewater after reaching QCVN 40:2011, column B; is discharged into the receiving source of Sao River Lake.

According to the proposal of TH Milk Food Joint Stock Company, upgrading the wastewater treatment system of farm cluster No. 1 to ensure that the treated wastewater meets QCVN62:2016, column A will face many difficulties. Because the chain is not synchronized with the technology of the current wastewater treatment system and affects the operation and activities of the project.

Regarding Nghia Dan water plant, on April 21, 2016, the Provincial People's Committee approved the proposal to invest in building a water plant under the form of a construction, business, and transfer contract according to Decision 1721/QD-UBND.CNTM and approved the detailed planning for the construction of a clean water supply system in Nghia Dan district, with a capacity of 30,000m³/day and night.

Overview of the working session

At the meeting, the Department of Agriculture and Rural Development, the Department of Natural Resources and Environment and departments of Nghia Dan district proposed plans for the two enterprises to adjust the planning in accordance with legal regulations and in accordance with the actual situation of the locality; as well as to ensure the rights and obligations of enterprises investing in the area and the province's investment attraction policy.

Concluding the working session, comrade Trung Thanh Cong - Deputy Chief of the Provincial People's Committee Office assigned the two investors to review and consider adjusting the planning appropriately. At the same time, agreed on the plan not to include Sao River in the water intake planning area.
