Nghia Dan: Overcoming obstacles to industrial development

This ensures a sufficient labor supply for projects targeting the area, such as garment manufacturing, pharmaceuticals, and fertilizers, aiming to leverage advantages for the development of industrial and commercial services, primarily along the Ho Chi Minh Highway. However, Nghia Dan needs solutions to address infrastructure challenges in industrial parks and clusters.

In recent years, the formation of several industrial zones and clusters in Nghia Dan district has boosted the value of industrial production. Currently, there are 79 operating businesses in the district, an increase of 23.4% compared to the same period last year.

Businesses mainly invest in building factories and workshops for processing tunnel bricks, crushed stone, stone processing, and granulated rubber; they also invest in construction and dairy farming. In the Nghia Hoi Industrial Park, managed by the Southeast Economic Zone Management Board and covering an area of ​​250 hectares, the planning and infrastructure design have been completed. Currently, the MDF wood processing plant of Thang Nam Forestry Joint Stock Company in Nghia Hoi Industrial Park, with a planned area of ​​40 hectares and a total investment of 500 million USD, includes a wood processing plant with a total investment of 150 million USD and a capacity of 8,800 m3/year, and an MDF fiberboard processing plant with a total investment of 350 million USD and a capacity of 400,000 m3/year.

The highlight of this wood processing plant is the combination of wood processing technology for lumber and high-quality MDF fiberboard processing technology. The simultaneous use of these two technologies allows the plant to utilize almost all products from the timber, contributing to improved efficiency in forestry. Nghia Dan district has identified this as a major project with significant economic and social implications, especially for forest economic development, and is therefore focusing on land clearance and handover to the investor.

In addition, TH Group's dairy factory has started operations since May 19th, producing a high volume of high-value products. Once the factory is operating stably, the value of supporting industries and small-scale handicrafts will also increase rapidly.

The Nghia Long Small Industrial Cluster (Nghia Long commune) has a planned area of ​​25 hectares with a favorable geographical location (along the Ho Chi Minh Highway). Previously, it attracted two businesses to invest and start production: Phuong Nguyen Company, which produces paint broom handles and plywood, and Toan Cau Mineral Joint Stock Company, which processes ultra-fine stone for export. However, Phuong Nguyen Company has now withdrawn from the industrial cluster.

Global Minerals Joint Stock Company has built a factory for processing ultra-fine stone for export, covering an area of ​​over 3 hectares. It has invested in two processing lines with a total capacity of 54,000 tons per year, providing employment for 60 local workers.

Mr. Le Quoc Khanh, Director of Global Mineral Joint Stock Company, said: "According to the plan approved by the Board of Directors, in the coming time, the company will continue to lease land in the industrial cluster to invest in two more production lines for plastic pellets and packaging with a total investment of 150 billion VND, and will create jobs for 500 workers. This is a positive sign in attracting investment not only in the Nghia Long small industrial cluster but also in Nghia Dan district."

In addition, the district also has many factories and enterprises that generate a considerable amount of production value annually. Regarding the mining and mineral processing industry, there are three facilities that have been invested in and built: Nguyen Loc – Song Da 2 Company with a capacity of 750,000 tons/year in Nghia Son, Viet A Company with a capacity of 49,000 tons/year in Nghia Binh, and Nghe An Mineral Company with a capacity of 40,000 tons/year in Nghia Lam.

Regarding the building materials manufacturing industry, there is the Thang Loi Company's Tunnel Brick Factory in Nghia Lien with a capacity of 10 million bricks/year, the Nghia Loc Building Materials Joint Stock Company's factory with a capacity of 10 million bricks/year, and the Trang An Glass Company producing Tunnel Bricks with a capacity of 40 million bricks/year in Nghia Hong.

However, due to limited investment, the industrial cluster has not yet achieved its full potential. According to the approved investment plan, the total cost for constructing industrial infrastructure is 93 billion VND (based on 2010 prices). However, due to a lack of funds, only the main road system has been completed so far. The wastewater treatment system, roadbed, and drainage ditches, including 3 treatment tanks and 1 drainage line, with a total cost of over 14 billion VND, have only received 6.5 billion VND in investment over the past two years…

To address these difficulties, the district has recently coordinated with various agencies and departments to implement many specific solutions. Regarding the electricity system serving industry, Nghia Dan district has been coordinating with relevant agencies and departments to continue renovating and upgrading the power grid.

At the TH dairy farm, the district has handed over the land to the Electricity sector for the construction of a 110KV intermediate substation. In addition, the district has worked with the Northern Power Corporation to expedite the implementation of a project to upgrade the power line from 10kV to 35kV in the Nghia Long Industrial Cluster. The project is expected to be completed by October 2013. From here, the electricity supply for factories and enterprises located in the area will be improved, meeting the production needs of businesses.

In the coming period, the district will continue to focus on attracting investment into industrial clusters, industrial parks, and other surrounding areas, especially along the Ho Chi Minh Highway. Specifically, it will attract garment manufacturing projects to the Nghia Long Industrial Cluster, aiming to create jobs for thousands of workers in the area and increase the value of industrial production.

Currently, the district is focusing on vocational training to meet the labor needs of the project. “Because it is a newly separated district with limited economic resources, attracting investment, specifically land clearance, is slow due to a lack of funding. Therefore, the district hopes that businesses with investment projects in the area will initially allocate their own funds for land clearance and leveling. Afterward, the district will process the necessary procedures and submit them to the Provincial People's Committee for reimbursement,” Mr. Le Quang Nhung shared.
