Nghia Hung aspires to reach new heights and build advanced new rural areas.

The spirit of solidarity, overcoming many difficulties and challenges to achieve outstanding achievements in the fields of economy, society, national defense, security and Party building is a solid foundation for Nghia Hung to enter a new stage with the determination to become an advanced new rural commune, affirming its role as a development center of the Western Nghe An region.

Steady steps after merger, affirming development potential

Nghia Hung Commune was established under Decision No. 3630-QD/TU, dated June 18, 2025 of the Executive Committee of the Nghe An Provincial Party Committee, on the basis of merging Nghia Thanh Commune and Nghia Hung Commune (old).

Currently, the commune has a natural area of ​​68.65 km², a population of 25,459 people with 31 villages and hamlets; of which, ethnic minorities (Thai, Tho) account for about 24%.

The Commune Party Committee has 52 Party cells with 1,281 Party members, including 1 affiliated Party cell (Party cell of the People's Committee), 51 affiliated Party cells (1 Party cell of Party Committee agencies, 1 Party cell of the Vietnam Fatherland Front agency of the commune, 14 Party cells of public service units, 2 Party cells of armed forces, 2 Party cells of enterprises, 31 Party cells of villages).

During the 2020 - 2025 term, despite facing many difficulties such as the impact of the Covid-19 pandemic, climate change, natural disasters, and specific issues arising from administrative boundary mergers, Nghia Hung commune has achieved many important results. The economy has grown steadily at an average rate of 8.7% per year; the economic structure has shifted positively, reducing the proportion of agriculture and increasing the proportion of industry, trade and services. The average income per capita in 2025 is estimated at 52.54 million VND/year, reaching 105% of the resolution.

Agriculture and rural areas continue to be the economic pillars. The value of agricultural, forestry and fishery production in the 2021-2025 period reached VND 283,885 million (at comparable prices). Crop productivity increased significantly, such as sugarcane reaching 68-70 tons/ha, corn from 3.9-4.3 tons/ha; total average food output is 6,423 tons/ha/year.

Many high-tech production models have been effectively implemented, such as growing green squash in Son Mong hamlet, Tan An; growing apples, producing turmeric and cassava starch in Trung Thinh hamlet, Le Loi... During the term, the commune established 3 new agricultural cooperatives and had 7 products meeting VietGAP and OCOP standards, such as herbal chicken eggs, Lang Gang molasses, Cat Son custard apples, Huong Quang grapefruit, and Danh mountain ginseng...

Industry - construction and trade - services have developed steadily. The commune has attracted the Nghia Thanh industrial cluster project (43 hectares) proposed by Investment and Construction Joint Stock Company 36, while focusing on upgrading Heu market into an agricultural product hub. Resource management and environmental protection have been focused on, with measures to handle pollution and promote green economy.

Party building work was promoted with many innovations. The Party Committee issued 120 resolutions, programs, and projects; admitted 93 new Party members, of which 12 were ethnic minority members; established 1 new Party Committee and 17 grassroots Party cells.

The “Skillful Mass Mobilization” models spread strongly, building 132 models (46 economic, 41 cultural - social, 23 defense - security, 22 political system), praising 105 groups, 132 individuals. Inspection and supervision work was carried out seriously, inspecting 51 party organizations, 44 party members; disciplining 33 party members, of which 2 cases were expelled.

The People's Council of the commune organized 23 meetings, issued 68 resolutions; conducted 19 thematic supervisions. The People's Committee of the commune improved management effectiveness, promoted administrative reform, and shortened the processing time of 80/385 administrative procedures (reaching 20.78%). The Fatherland Front and socio-political organizations operated effectively, gathering a large number of members (Women's Union 71%, Farmers' Association 68%, Veterans' Association 97%, Youth Union 364 members); mobilized a fund for the poor of over 600 million VND, supported natural disasters with 765 million VND, built and repaired 47 houses for poor households with a total cost of 2,170 million VND.

National defense and security were maintained, military recruitment reached 100% of the target; the movement of the entire people to protect national security developed widely, ensuring political stability and social order and safety.

However, Nghia Hung still has limitations, such as an unsustainable economy, fragmented agricultural production, unsynchronized transport infrastructure, and limited budget revenue. These difficulties stem from administrative boundary mergers, the lack of uniformity in people's knowledge and customs, and the impact of epidemics and natural disasters.

Breakthrough to achieve advanced new rural standards

The first Congress of the Party Committee of Nghia Hung commune, term 2025 - 2030, determined the general goals: Building a clean and strong Party and political system; promoting democracy, strengthening solidarity, maintaining discipline; effectively exploiting potentials and advantages; comprehensively developing the socio-economy; ensuring national defense and security; building a commune that meets advanced new rural standards before 2030.

To achieve that goal, Nghia Hung commune focuses on three breakthroughs: developing high-tech agriculture, attracting investment in industry and services, promoting digital transformation and administrative reform.

The commune will take advantage of its convenient traffic location (National Highway 48A, 48E, near Ho Chi Minh Road and North-South Expressway), and mineral resources (sand, gravel, stone) to attract investment and develop the economy. Production models linked to value chains, cooperatives, and traditional craft villages will be replicated. Digital transformation is being promoted, with the goal of 90% of administrative procedures being processed online, 100% of records being digitized, and 98% of people being satisfied with public services.

With the motto "Solidarity - Democracy - Discipline - Innovation - Creation - Entering a new era", the Party Committee, government and people of Nghia Hung are determined to overcome challenges, promote revolutionary traditions, the spirit of hard work, creativity, and the strength of great solidarity to realize the aspiration of making Nghia Hung an advanced new rural commune, contributing to the development of Nghe An province to be rich, civilized and prosperous.
