The Ministry of Education and Training has just sent a document requesting that provincial Departments of Education and Training strictly prohibit the organization of extra foreign language classes for preschool children.
According to the Ministry of Education and Training, most provinces and cities have now issued local regulations on these issues and are seriously directing their implementation. However, in some provinces and cities, there are still instances of preschools organizing extracurricular foreign language classes for children, charging tuition fees during the preschool education program period, affecting the time allocated and quality of the program content.
On the other hand, organizing extra language classes for children when the conditions regarding curriculum, materials, facilities, and teaching staff are not yet adequate affects children's future learning and causes public concern.
To put an end to this situation, the Ministry of Education and Training requires localities to absolutely refrain from organizing extra foreign language classes for children in preschools; and to refrain from promoting or marketing foreign language learning programs and software that have not been approved by the Ministry.
Departments of Education and Training must guide, direct, inspect, and supervise the implementation of the preschool education program for children of each age group. At the same time, they must strictly manage the implementation of the Ministry's directives on supplementary teaching, extra classes, and teaching ahead of the curriculum.
Preschools that violate regulations regarding extracurricular tutoring, management, and curriculum implementation must be dealt with severely.
