It is strictly forbidden to arbitrarily refuse to register for inspection or interfere with regulations.
The Vietnam Register strictly prohibits acts of arbitrarily interfering directly with the hardware and software of the device; performing operations that are not in accordance with the procedure to change the inspection results.
Over the past two months, many inspection centers in Ho Chi Minh City and Hanoi have seen a sudden increase in the number of cars coming for inspection. The reason is that some centers had to temporarily close due to violations in vehicle inspection, while at the end of the year, the number of cars brought for inspection increased sharply.
Having to wait hours for vehicle inspection makes many drivers tired, wasting time and money.
Faced with the above problems, on February 16, the Vietnam Register sent a document to motor vehicle inspection units nationwide regarding improving the quality of motor vehicle inspection work.
Accordingly, the Vietnam Register requires vehicle inspection units to prepare documents and conduct vehicle inspections in accordance with the procedures, methods and contents specified in Circular No. 16/2021/TT-BGTVT of the Ministry of Transport.
The Department of Vehicle Registration strictly prohibits vehicle registration units from arbitrarily refusing to conduct inspections that are not in accordance with regulations (for example, refusing to inspect vehicles designed with only 1 reverse light, vehicles with decorative decals, etc.).

In case of failed inspection, the inspection units must have a warning on the inspection management system, create a notice of defective and damaged items to deliver to the vehicle owner, do not arbitrarily create copies or handwrite them not according to the form specified in Appendix VIII issued with Circular No. 16/2021/TT-BGTVT.
In addition, the Department of Registration also strictly prohibits acts of arbitrarily interfering directly with the hardware and software of the device; performing operations that are not in accordance with the procedure to change the inspection results, changing the inspection database such as partially covering the reader (sensor eye) of the diesel engine emission testing device, performing two operations to obtain data on the braking force of two wheels on the same axle, checking the main brake while simultaneously applying the parking brake and vice versa, putting the gear in reverse when checking the brake... The registration units must be responsible before the law for these acts.
To prevent and detect violations, the Department of Registration requires that during the inspection process, it is necessary to review and compare with the database of imported motor vehicles, vehicle models manufactured, assembled and modified motor vehicles of the Department to ensure that they are consistent with the original records in order to completely eliminate errors such as differences in vehicle weight, vehicle structure, cargo size, etc.
The Registry also requires the registry centers to proactively review the conditions of facilities, inspection lines, and human resources; ensuring the maintenance of normal operating conditions of the equipment.
Inspection units need to base on the actual conditions at their units, research to build mechanisms and policies in accordance with legal regulations to take care of the material and spiritual life of inspection officers and affiliated professional staff to ensure peace of mind and readiness to serve well the inspection of motor vehicles of people and businesses.
The inspection unit organizes propaganda to each inspector and professional staff to raise the sense of responsibility of individuals, not to quit their jobs without permission, promote the spirit of mutual love to join the Department of Inspection in general and the field of motor vehicle inspection in particular to overcome this difficult period.
The Department of Registration is ready to receive constructive comments from registration units such as contents that need to be supplemented or amended in relevant legal documents, shortcomings and difficulties in the actual implementation process for consideration and resolution within its authority or reporting to superiors to improve the inspection of motor vehicles to better serve people and businesses.
