The Communication Campaign is one of a series of communication activities to prevent illegal migration to Australia that the Provincial Border Guard Command and IOM have jointly implemented since 2014. The program is part of the Border Sovereignty Protection campaign implemented by the Australian Government. It aims to prevent ships from illegally entering Australian territorial waters, prevent migrants from risking their lives at sea and maintain the integrity of the Australian government's immigration program. According to statistics, from 2012 to present, more than 1,400 people who illegally entered Australia have been detected by authorities and returned to Vietnam, and Nghe An is the province with the highest number of illegal migrants to Australia in the country (accounting for nearly 90%) of those supported to return home.

In the 5 years (2010 - 2015), the authorities of Nghe An province prosecuted, investigated and tried 42/83 defendants, including 6 cases/10 defendants organizing more than 70 citizens to illegally leave the country to Australia. In addition, in coordination with the police of Ba Ria - Vung Tau province and Ho Chi Minh City, dozens of other cases were investigated and handled regarding the organization of nearly 300 people to escape to Australia.
