Deputy Prime Minister Vu Duc Dam announced the general features of the country's socio-economic "picture", advantages and difficulties in 2023, thereby unifying thoughts, actions, and implementing well the coordination regulations between the Government and the Central Committee of the Vietnam Fatherland Front, and member organizations of the Front to better implement the orientations and policies of the Party and State.

Accordingly, the economic growth rate in 2022 is estimated to reach about 8%. Of the 15 main targets, 13 targets were met and exceeded, while the two targets on labor productivity growth and the proportion of manufacturing industry in total industrial value were also "close" to the set target. The inflation index reached the target set by the National Assembly. Exports increased by more than 10%, continuing to have a trade surplus of about more than 8 billion USD. The total social investment rate and credit increased by more than 10%. The major balances of the economy are all good.

Social security work has been ensured, with 55 million people supported due to the impact of the COVID-19 pandemic with a total budget of about VND 85,000 billion. In 2022, the Government has reorganized the organizational structure, reducing 17 general departments, 145 departments and boards of administrative agencies, reserving staff for necessary positions.

Vietnam's reputation continues to be consolidated and increased in the international arena. Vietnam was elected to the United Nations Human Rights Council (term 2023-2025); Vice President of the 77th United Nations General Assembly representing the Asia-Pacific region; continued to send public security officers to participate in the United Nations peacekeeping force... "Vietnam is not only an active and responsible member but also has made practical contributions, thereby sharing Vietnam's experiences and values," said the Deputy Prime Minister.

The Deputy Prime Minister affirmed that this is a great effort of the whole system when in 2 years affected by the COVID-19 pandemic (2020-2021), the world economy was in turmoil, while Vietnam's economy grew by about 4.39%.

However, the growth task for the remaining 3 years of this term and the remaining 7 years until 2030 is extremely heavy to achieve the target set by the 13th Party Congress of an average growth of 7% per year in the period 2021-2030. Not to mention that the larger the economic scale, the more difficult it is to achieve high-speed growth. In addition, the current development requirement is not only fast and simple growth but also sustainable, from environmental protection to focusing on cultural and social issues; leaving no one behind.

According to the Deputy Prime Minister, under the leadership of the Party, we have gone in the right direction, removed some bottlenecks, but we must properly recognize and assess the difficulties and challenges, in the context of the world economic situation in the coming years will be very difficult due to the impact of the epidemic such as high inflation, decreased consumer demand, many currencies depreciating sharply against the USD, the prolonged Russia-Ukraine conflict, etc. This has severely affected export enterprises. Many enterprises and factories have to reduce work and lay off workers due to lack of orders.

"The Government is studying a support plan during Tet for workers who have to take long-term leave due to a decrease in export orders," said the Deputy Prime Minister.

Domestically, in addition to solving new problems, the Government also spends a lot of time handling previous outstanding issues related to banking restructuring, the real estate market, corporate bond issuance, projects that have been losing money for many years, and have many problems... in a cautious, flexible, and stable manner.

Reviewing the process of preventing and fighting the COVID-19 pandemic with the participation of the entire system with consistent leadership from the Central to the grassroots level; the positive results achieved after the Government issued Resolution 128/NQ-CP on safe and flexible adaptation, effective control of the COVID-19 pandemic; reopening international tourism,... The Deputy Prime Minister said that it is forecasted that in 2023, the growth rate will be lower than in 2022, the inflation rate will be slightly higher, but with the accumulated potential, we will try to maintain and ensure social security, adjust some policies for subjects that need special attention.

The Deputy Prime Minister shared 3 more highlights in 2022, although not shown through numbers or targets.

Firstly, awareness of socio-cultural issues has been raised to a new level.

Second, the strength of solidarity and unity under the leadership of the Party is increasingly effective, especially in difficult times. Regulations on coordination, consultation, criticism and construction of policies and guidelines are increasingly practical and need to continue to be promoted to create consensus in implementation.

Third, we have grasped world trends more quickly and made more timely policy responses to policy adjustments by other countries.

Emphasizing the need to develop faster to catch up with other countries, but sustainably, taking care of the environment, taking care of social justice, "like carrying two full buckets of water but still going very fast, not letting the water spill out", the Deputy Prime Minister said that we need to have determination and creativity so that we can achieve the set goals that at first seemed very difficult and impossible to achieve.
