Research on restructuring plans for state-owned enterprises and public service units

The Ministry of Finance is assigned to preside over research and propose plans to reorganize state-owned enterprises. The Ministry of Home Affairs is assigned to preside over research and propose plans to reorganize public service units.

Implementing the conclusion of General Secretary To Lam at the recent meeting of key leaders, the Central Steering Committee on summarizing Resolution No. 18 (Steering Committee) requested organizations and units to implement a number of contents.

The Steering Committee also proposed to continue reviewing, arranging, and streamlining the organizational structure in ministries, ministerial-level agencies, and government agencies; strictly implementing the policy of not establishing divisions in departments under ministries and branches. In special cases, for departments under ministries and branches that have recently merged or consolidated from 3 or more department-level focal points or have a large number of staff (from 45 staff or more), it is possible to consider establishing divisions (implemented in accordance with regulations, each division has 15 or more people).

The Ministry of Finance shall preside over the study and propose plans to reorganize state-owned enterprises and the internal apparatus of enterprises under the management authority of ministries, ministerial-level agencies, government agencies and localities in accordance with the new situation.

The Ministry of Home Affairs shall preside over the research and propose plans to reorganize public service units under the management authority of ministries, ministerial-level agencies, government agencies and localities; research and propose plans to reorganize schools, educational institutions and medical facilities under the management of the Ministry of Education and Training, the Ministry of Health, ministries, branches and localities.

The Standing Committee of the Party Committee of the Ministry of Education and Training studies and proposes a model of party organization in universities to ensure conformity and synchronization with the arrangement of universities.

The Steering Committee recommendsStanding Committee of the Party Committee of the Vietnam Fatherland Front and Central organizationsLead and direct the completion of the arrangement and streamlining of mass organizations assigned by the Party and State; review the functions, tasks, and organizational structure of press agencies under the Central Office of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and State.

It is necessary to perfect the organizational and operational model of the Vietnam Cooperative Alliance and the Vietnam Federation of Commerce and Industry; continue to research and propose plans to arrange and streamline the internal organizations of the Central Agency of the Vietnam Fatherland Front.

Localities continue to research and propose plans to reorganize and streamline internal organizations of provincial-level departments, agencies, branches, agencies and units; review, research and propose plans to reorganize public service units, schools, medical facilities and state-owned enterprises under their leadership and management.

The Central Organizing Committee presides over and coordinates with relevant organizations and units to research and build a model of the party organization system in universities; presides over and coordinates with the Party's departments, agencies, and public service units, and the Central Committee of the Vietnam Fatherland Front to review regulations on functions and tasks, especially for agencies and organizations after mergers and acquisitions, and proposes and makes reasonable adjustments if necessary.

The Central Organizing Committee studies and proposes to arrange and streamline internal organizations of Party committees, agencies, public service units, and provincial-level Vietnam Fatherland Front agencies.

The Steering Committee requests that organizations and units develop plans to implement the above contents and send them to the Steering Committee (through the Central Organizing Committee) no later than September 30 for synthesis and reporting to the Politburo and the Secretariat.
