One of the notable highlights of the draft Law on Road Traffic Order and Safety is the regulation prohibiting driving under the influence of alcohol.

Specifically, Article 8 of the draft Law on Road Traffic Order and Safety stipulates prohibited acts.
Clause 1 of this Article stipulates: Driving a vehicle while having alcohol concentration in the blood or breath.
In addition to the regulation prohibiting driving while under the influence of alcohol, Article 8 also stipulates 27 other prohibited acts.
Typically, the draft prohibits the following acts:
Driving a vehicle on the road while having drugs or other stimulants in the body that are prohibited by law.
Insulting, threatening, obstructing, opposing or failing to comply with requests for inspection and control by officials on duty to ensure order and safety of road traffic.
Racing, cheering on racing, organizing illegal racing; driving a vehicle in a zigzag manner, continuously revving the engine.
Using your hands to use a phone or other electronic devices while driving a vehicle on the road.
Using a horn with an incorrect volume.
Handing over motor vehicles and specialized motorbikes to people who are not qualified to drive vehicles on roads.
Using motor vehicles and specialized motorbikes that do not meet technical safety and environmental protection standards on road traffic.
Manufacturing, assembling and importing motor vehicles and specialized motorbikes that do not ensure technical safety and environmental protection.
False declaration or use of fake papers or documents to obtain vehicle registration certificate or license plate.
Illegal production, use, purchase, sale of license plates.
False declaration or use of fake papers or documents to study, test, examine for new issuance, exchange or re-issuance of driving license.
Illegally placing or placing obstacles or other obstructions on the road; spreading nails or other sharp objects; pouring oil or other slippery substances on the road.
Throwing bricks, soil, stones, sand or other objects at vehicles participating in traffic on the road.
Taking advantage of one's own or another person's position, power, or profession to violate the law on road traffic order and safety.
Taking advantage of one's own position, authority, or profession or that of others to intervene or influence the process of handling administrative violations of road traffic order and safety.
Making false declarations or providing false information or documents to evade responsibility when detecting violations of laws on traffic order and safety.
