Meritorious Artist Tran Quoc Trong stated: “In today's modern trend of innovation, whether we like it or not, the modernization of rural areas and the transformation of the countryside are happening daily in many places. Alongside the positive aspects that help make rural areas more beautiful and prosperous, there are still negative aspects and social ills… The film “Storm Over the Village” will address these issues. At the same time, the film will also contain many witty and humorous details… to make viewers enjoy a film with a political theme.”
Furthermore, "Storm Over the Village" is also cinematographer Le Manh's directorial debut. He stated: "After many years as a cinematographer and gaining a lot of experience, I wanted to challenge myself in a new role. With the film 'Storm Over the Village,' I poured all my heart and effort into its production."
Explaining the film's title, "Storm," director Le Manh said: "The storm here refers to the negative thoughts and lifestyles of some people that negatively impact the common life in rural areas undergoing modernization. These things are like storms sweeping through a peaceful little village. And to combat them, the people need to uphold traditional values and live together with compassion."
Notably, the film "Storm Over the Village" also features Meritorious Artist Quoc Khanh – a person often remembered by audiences for his role as the Jade Emperor in the "Tao Quan - Meeting at the End of the Year" program. "Storm Over the Village" also marks his return to television dramas after a long absence.

According to Meritorious Artist Quoc Khanh, his recent infrequent appearances on television are due to his busy work schedule. "Nowadays, television dramas are often long-running and require a lot of filming time, and since I'm busy with my work at the Vietnam National Drama Theatre, I have few opportunities to participate."
He also added that he accepted the role in the film "Storm Over the Village" because after reading the script and discussing it with the two directors, he found it to be a lighthearted film focusing on depicting rural life in the context of modernization, so he really liked it and wanted to try it. "In the film, I play a village headman who lives alone with his nearly 80-year-old father. He's eccentric but kind-hearted and compassionate, and he often helps with minor repairs for free for the villagers," shared Meritorious Artist Quoc Khanh.
The film "Storm Over the Village" begins with the sudden threat of land confiscation from the vegetable and poultry farm of the couple Lận and Đận in Đợi village. However, the worries and anxieties of the Lận and Đận family pale in comparison to the fervent atmosphere surrounding the upcoming village head election. The position of "village crier," previously overlooked, suddenly becomes highly valuable due to rumors that the village, bordering the capital, might be planned to become a satellite city. Therefore, everyone is swept up in the lobbying effort to vote for the new leader, with few paying attention to the anguish of Lận and Đận as their farmland is confiscated and their crops and poultry are unharvestable.
A series of promising candidates for the village head position competed fiercely, engaging in manipulative lobbying campaigns. At the last minute, the villagers voted for Nguyen Phat Loc (played by Meritorious Artist Quoc Khanh) – a half-baked journalist who offered free odd jobs to the villagers, known for his kindness and compassion. Loc's election caused a stir and demonstrated the villagers' desire to end the bureaucracy and harassment within the village officials.

From then on, Loc had to face countless difficulties and obstacles, from people selling land and making money, which led to social problems… Thanks to his enthusiasm and willingness to help the villagers day and night, Loc resolved conflicts in the village and gradually gained their trust and active support. Loc's way of being village head was very different from his predecessors: When dealing with issues, Loc did not accept gifts, even just a dozen eggs, a chicken, or a kilogram of sugar…
Although the film is set within the small village of Doi, the conflicts, disputes, and social ills that occur are not just a "storm" passing through the village, but could easily turn into a "whirlwind" sweeping through many other villages, destroying traditional cultural and moral values if there weren't responsible leaders like Village Head Loc.
The film features a cast of renowned and experienced actors such as Meritorious Artist Tran Hanh, Meritorious Artist Tuyet Lien, Meritorious Artist Han Van Tinh, Phu Don, Dinh Chien, Thanh Tu… Notably, the film includes three actors familiar from the "Tao Quan" program - Meritorious Artist Quoc Khanh, Meritorious Artist Cong Ly, and artist Quang Thang.
