Sitting in the back seat of a car without wearing a seat belt will be fined
From January 1, 2018, people sitting in the back seat of a car without wearing a seat belt (where equipped) while the car is moving will be fined.
Decree No. 46/2016 on administrative penalties for violations in the field of road and railway traffic stipulates that people sitting in cars must wear seat belts in all positions equipped with seat belts, including those sitting in the back rows of cars. If violated, they will be fined.
Specifically, Point k Clause 1 Article 5 Decree No. 46/2016 stipulates: Fine from 100,000 to 200,000 VND for drivers and passengers in cars and similar vehicles not wearing seat belts (in positions equipped with seat belts) while the vehicle is running.

The new point of this decree is that all positions must wear seat belts, while the old regulation only required the driver and the person sitting in the passenger seat next to the driver to wear seat belts.
