Speaking at the opening ceremony of the training course to improve the quality of examination and treatment of chronic diseases according to the principles of family medicine at Nam Dan District Medical Center on the afternoon of November 1, Associate Professor, Dr. Pham Le Tuan - Deputy Minister of Health stated: In recent years, primary health care for people in communes, wards and towns has gradually improved.improved. However, due to limitations in human resources and equipment investment, this work still has many limitations.
Specifically, the health station has not yet fully utilized its capacity; people have not yet had their health managed in the community, and mainly still go to district and provincial health facilities for medical examination and treatment, increasing the overload at the above-mentioned levels... Patients rarely go to health stations because they have lost trust.
Associate Professor, Dr. Pham Le Tuan affirmed: Doctors at the Health Station are not bad doctors. 90% of the knowledge that doctors acquire at school has been applied to diagnose and treat patients at the Health Station. The reason why the Health Station has lost the trust of the people is because it has not received enough training and updated knowledge, so its expertise has not developed.

The health station has not performed its function well due to the lack of timely and focused orientation according to social changes. That is, the disease model has changed with the increase of chronic diseases, non-communicable diseases such as blood pressure, diabetes, asthma, cancer; the financial mechanism has shifted from subsidy to health insurance source, the budget only ensures disease prevention work.
The primary health care system is always very important. To promote the effectiveness of primary health care in a comprehensive and continuous manner, the Health Station needs to integrate the family doctor principle with disease screening and appropriate referral, contributing to reducing the load on upper-level hospitals, creating favorable conditions for health insurance beneficiaries to access the nearest and most effective medical examination and treatment services.
The Deputy Minister of Health emphasized: An endocrine patient who goes to a higher level hospital every month to queue up just to get medicine can also get it at the Health Station. However, to do this, doctors must improve their qualifications. Doctors at the Health Station do not need specialized training courses 1 but only need to attend short-term training courses. It is necessary to promote the implementation of the family doctor model because they are the protectors of the health system.

Nghe An is one of the first provinces in the country to implement the family doctor model. On October 3, the Nghe An Department of Health issued Document 2417/SYT-NVY directing the implementation of the family doctor model in Nam Dan district. The Nghe An Department of Health and Nam Dan district have requested the Department of Medical Examination and Treatment Management, Ministry of Health to allow them to open the first training course for the staff of doctors working in 24 communes and towns of Nam Dan district and the district health center.
Nghe An Health Department and Nam Dan District hope that through this training course, doctors of Nam Dan District will be updated with new and more complete knowledge about public health management, first of all, diseases related to endocrine, cardiovascular (hypertension), Oriental medicine and common diseases of the Geriatrics specialty.
Implementing the family doctor model, Nghe An Health Department will promote training of human resources in family medicine by sending general practitioners to attend training courses and specialized orientation in family medicine. At the same time, the sector will develop a family doctor clinic model according to a roadmap to ensure that by 2020, at least 80% of commune and town health stations will implement the family doctor clinic model at commune health stations. In the immediate future, it will implement health management activities by households; improve information technology capacity to integrate health management with the medical examination and treatment system at the commune level. |
